FosterThomas, Inc. is a leading Human Capital Management Firm. We are assisting our client in their search for a highly skilled and detail oriented Financial Manager. Our client is a growing and dynamic organization, based in Lexington Park, MD. The Financial Manager is responsible for managing and overseeing financial operations and compliance related Defense Contract Audit Agency (DCAA), Defense Contract Management Agency (DCMA), and Defense Federal Acquisition Regulation Supplement (DFARS) standards. The Financial Manager is also responsible for managing accounting operations of the company, including the production of periodic financial reports, maintenance of an adequate system of accounting records, and a comprehensive set of controls and budgets designed to mitigate risk. The Financial Manager serves as the primary point of contact for all matters related to Finance, Budgeting, Audits, and Banking.Essential Job Functions
  • Ensure compliance with accounting functions and practices associated with government regulations, including DCAA, DCMA, and DFARS requirements, to include managing annual government agency audits and developing the annual budget submission to establish DCAA approved billing rates.
  • Perform and/or supervise regular internal audits of financial records to ensure accuracy, integrity, and compliance with government regulations and company policies, while providing documentation and addressing internal audit findings.
  • Implement data and maintain accounting system to accurately capture, track, and report financial data for government Department of Defense (DOD) contracts.
  • Responsible for monthly revenue reconciliation on all contracts, including monthly period closes, results of operation, and reporting status to senior management.
Other Job Functions
  • Participate in senior management team meetings to review financial performance against objectives and targets. Reveal obstacles to growth and develop strategies to overcome these obstacles.
  • Banking liaison duties, to include annual renewal.
  • Other duties as assigned.
RequirementsQualifications/Education/Experience/Skills:
  • CPA or CMA certification preferred.
  • Bachelor's degree in accounting, finance, or a related field required. 
  • Minimum of 5 years of relevant accounting experience in a DOD contracts environment in a senior accounting or finance role.
  • Very specific experience pertaining to the Essential Job Functions listed may be considered in lieu of degree. 10 year minimum for consideration.
  • Experience with Deltek Costpoint required.
  • Solid understanding of Generally Accepted Accounting Principles (GAAP) and Cost Allocation Methods for Government Contractors, including DCAA Incurred Cost Submissions, T&M, CPFF, FFP type contracts, required.
  • Excellent communication, interpersonal, organizational, analytical, and prioritization skills with the ability to collaborate effectively with cross-functional teams and government agencies required.
Physical Requirements: While performing the duties of this job, the employee routinely is required to sit, stand, walk, see, hear, and feel. Occasionally will need to lift and/or move up to 10 pounds. Must be able to interpret data, information, and documents.
