Fort Pierce Utilities Authority is Hiring a Mechanic I, II or III (Wastewater Collection) Near Fort Pierce, FL

NOTE: The level and salary of this position will be determined by the experience level of the candidate that is selected.
Mechanic I -This is an entry-level, semi-skilled position involving routine, manual-type labor in the construction, operation and maintenance of the Fort Pierce Utilities Authority's Wastewater Collection and Lift Station Systems. Work requires limited judgment and is performed under the direct supervision of a, WWC Mechanic II, WWC Mechanic III, and WWC Electrician / Electronic SCADA Technician, or as designated and is subject to close inspection during progress and upon completion of assigned tasks.
Mechanic II - This is a mid level, semi-skilled position involving routine manual-type labor in the construction, operation and maintenance of the Fort Pierce Utilities Authority's Wastewater Collection and Lift Station Systems.
Mechanic III - This is an advanced, highly-skilled position, involving technical and manual labor in the construction and operation and maintenance of Fort Pierce Utilities Authority's Wastewater Collection and Lift Station Systems. This position is delegated authority and responsibility for supervising a small group of unskilled and semi-skilled employees involved in preventive maintenance of Fort Pierce Utilities Authority's Wastewater Collection System, which includes but is not limited to Manholes, Gravity Mains, Sewer Laterals, Lift Stations, Force Mains, Force Main Valves, Air Releases, and Odor Control units.
Work performed requires considerable judgment and is under the indirect supervision of the WWC Collection and Lift Station Foreman, or as designated. Work performed requires Considerable judgment and is under the general supervision of a WWC Mechanic III, and WWC Electrician / Electronic SCADA Technician or as designated.
SPECIAL NOTES: 
Mechanic I - This position is used to advance to a WWCM II after serving twenty-four (24) months as a WWCM I, provided he/she has demonstrated that he/she has a clear and demonstrable understanding of all the requirements of the position and has met the following criteria:
Employee must pass WWC Mechanic I standard test with 70% or better to come off of initial probation. Employee must obtain Class A CDL within 6-months. Employee must obtain Maintenance of traffic Certification (MOT) with-in twelve (12) months. Standard or above on all Evaluations.

Mechanic II - This position is used to advance to a Wastewater Collection Mechanic III after serving thirty-six (36) months as a WWC Mechanic II, provided he/she has demonstrated that he/she has a clear and demonstrable understanding of all the requirements and has met the following criteria: Employee

must have received at least standard in all areas of the past years evaluation and a minimum of a 50 total score. Employee must serve a Minimum of two (2) years as a Wastewater Collection Mechanic I. Employee must pass Mechanic II standard test with a 70% or better. Employee must have current Maintenance of traffic Certification (MOT) Employee must have class A CDL.

Mechanic III - Wastewater Collection Mechanic III position is used to advance to after serving thirty-six (36) months as a WWC Mechanic II, provided he/she has demonstrated that he/she has a clear and demonstrable understanding of all the requirements of the position. Promotion into this position is not automatic. All of the following criteria must be met before eligibility for promotion will be considered. Employee must have received at least standard in all areas of the past years evaluation and a minimum of a 50 total score. Employee must serve a Minimum of Three (3) year as a Wastewater Collection Mechanic II. Employee must pass Mechanic III standard test with a 70% or better. Employee must have current Maintenance of Traffic Certification (MOT). Employee must have current Class C, FW&PCOA Wastewater Collection Technician Certification. Employee must possess a valid State of Florida Class "A" CDL.

MECHANIC I - UNDER DIRECT SUPERVISION, THE WWCM I LEARNS TO GAIN SOME KNOWLEDGE AND GENERAL ABILITIES INVOLVED IN THE PROCESSES OF: Begin to understand the reporting requirements of federal, state and local regulatory agencies. Practices, methods, heavy equipment, materials, testing equipment, and other industry related tools and equipment associated in construction, operation and maintenance of a wastewater collection system. Proper use of TV vehicles and all related parts, tools, and equipment used in conjunction with the vehicles and their use. Understand Infiltration and intrusion and its
effect on the system. The types and properties of sewer line construction. Sewer layouts, gases encountered and water flow characteristics. Proper use of Sewer Cleaning (combination vacuum/high pressure) vehicle and all related parts, tools, and equipment used in conjunction with the vehicle and its use. General requirements of Florida Department of Transportation's (FDOT) Maintenance of Traffic (MOT). Geographical work area. General knowledge of occupational hazards, standard safety precautions, safe work methods, FPUA's Safety Program and related safety devices associated in the construction, operation and maintenance of a wastewater collection system. Communicating effectively and establishing and maintaining harmonious relationships with Supervisors, other employees, and the general public. Knowledge of methods, materials and tools used in the repair and maintenance of Lift Stations. Knowledge of the operation and maintenance of Lift Station pumping equipment and related components such as pumps, motors, control panels, Data Flow telemetry systems, portable pumps and portable generators. Understanding and following quickly and accurately brief oral and written instructions on moderately complex matters. Learn to perform a wide variety of unskilled and semi-skilled tasks. Learn to maintain good job-related physical condition and health and sufficient physical strength to perform heavy, manual-type labor encountered in the work area within the limits of sound safety practices. Standby duty is required on a rotational basis. May require shift work on evenings, nights, and weekends. Wear protective personal safety equipment including but not limited to safety glasses, face shields, hearing protection devices, gloves, safety vests, and hard hats, and OSHA approved safety shoes. Will be required to work in adverse weather conditions to restore service to customers during emergencies. Will be required to work under difficult and strenuous conditions due to nature of operating underground utilities system.
MECHANIC II - General knowledge of administrative reporting requirements of federal, state and local regulatory agencies. General knowledge of practices, methods, materials, testing equipment, and other industry related tools and equipment associated in the operations and maintenance of a wastewater collection system. General knowledge of TV Vehicle and all related parts, tools, and equipment used in conjunction with the vehicle and its use. General knowledge of infiltration and intrusion and its effect on the system. General knowledge of the types and properties of sewer line construction. General knowledge of sewer layouts, gases encountered and water flow haracteristics. General knowledge of the Sewer Cleaning Machine (combination vacuum - high pressure) vehicle and all related parts, tools, and equipment used in conjunction with the vehicle and its use. General knowledge of methods, materials and tools used in the repair and maintenance of Lift Stations. Knowledge of the operation and maintenance of Lift Station pumping equipment and related components such as pumps, motors, control panels, Data Flow telemetry systems, portable pumps and portable generators. Knowledge of the geographical work area. General knowledge of occupational hazards, standard safety precautions, safe work methods, FPUA's Safety Program, and related safety devices associated in the construction, operation and maintenance of a wastewater collection system. Proper and safe use of equipment, including but not limited to trencher, compactors, testing equipment, pumps, pipe saws, hand tools and other industry related equipment. Some knowledge of basic computer operation and software application, preferably Microsoft Word, Excel PowerPoint, and Access. General knowledge of new sewer tap requirements. Ability to communicate effectively and establish and maintain harmonious relationships with Supervisors, other employees, and the general public. Ability to understand and follow quickly and accurately brief oral and written instructions on moderately complex matters. Ability to efficiently handle emergencies and multiple tasks simultaneously. Ability to keep accurate daily field reports and other paperwork and records as required. Ability to accurately read and interpret as-built, blue prints, diagrams, sketches, construction plans, and key maps of underground utilities systems. Ability to perform a wide variety of unskilled and semi-skilled tasks. Ability to perform mentoring duties to new employees, as assigned. Ability to maintain good job-related physical condition and health and sufficient physical strength to perform heavy, manual-type labor encountered in the work area within the limits of sound safety practices. Ability to train other WWC employees as required. Standby duty is required on a rotational basis. May require shift work on evenings, nights, and weekends. Wear personal protective safety equipment including but not limited to safety glasses, face shields, hearing protection devices, gloves, safety vests, and hard hats and OSHA approved safety shoes. MECHANIC III - Thorough knowledge of administrative reporting requirements of federal, state and local regulatory agencies. Thorough knowledge of accepted supervisory methods and employee performance standards. Ability to understand and follow oral and written instructions. Thorough knowledge of the occupational hazards and standard safety precautions, safe work methods, FPUA's Safety Program, and related safety devices associated in the operations and maintenance of a wastewater collection system and the ability to assure that employees comply with safe standards. Thorough knowledge of practices, methods, heavy equipment, materials, testing equipment, and other industry related tools and equipment associated in the operations and maintenance of a wastewater collections system. Thorough knowledge of Florida Department of Transportation's (FDOT) Maintenance of Traffic (MOT) requirements. Ability to communicate effectively and establish and maintain harmonious relationships with Supervisor, customers, other employees, other departments, other governmental and regulatory agencies, and the general public as needed. Thorough knowledge of basic computer operation and software application, preferably Microsoft Word, Excel, Power Point, and Access. Some knowledge of the geographical work area. Ability to read and record meters indicating elapsed time. Ability to read and record meters and gauges pressures and flows. Ability to use precision measuring equipment for shaft alignment. Thorough knowledge
of the types and properties of sewer force main construction. Thorough knowledge of sewer layouts, gases encountered and water flow characteristics. Thorough knowledge of infiltration and intrusion and its effect on the system. Thorough knowledge of sewer inspection, maintenance and repair procedures. Thorough Knowledge of the functions and servicing requirements of mechanical equipment and machinery commonly used in the Wastewater Field. Thorough knowledge of methods, practices, techniques, materials, tools and equipment employed in detecting and correcting water infiltration into sewer lines. Thorough knowledge of FPUA sewer tap requirements and the ability to ensure contractors are connecting to FPUA's gravity system as required. Thorough knowledge of the TV vehicle and its
operation and maintenance of a closed circuit TV system and including all related parts, tools, and equipment in conjunction with the vehicle and its use. Thorough knowledge of digital video
sewer cameras, including Sonde Tracking equipment. Thorough knowledge of the Sewer Cleaning Machine (combination vacuum / high pressure) and all related parts, tools, and equipment used in conjunction with the vehicle and its use. Ability to inspect and detect flaws in operating machinery and mechanical equipment and effect necessary repairs and/or adjustments. Ability to plan, lay-out, direct and supervise subordinates performing construction operation and maintenance functions of a wastewater collection system. Ability to correctly interpret and administer rules, regulations and policies in order to make decisions based on established policies and procedures. Ability to understand and follow quickly and accurately brief oral and written instruction on moderately complex matters. Ability to recognize that the standard operating procedure will not work and possess the ability to determine an alternate procedure to achieve the desired end result. Ability to efficiently handle emergencies and multiple tasks simultaneously. Ability to keep accurate daily field reports and other paperwork and records as required and enters into computer, including ability to prepare accurate records showing sewer line conditions. Ability to accurately read and interpret as-builts, blue prints, diagrams, sketches, construction plans, maps, schematics and GIS databases. Ability to perform a wide variety of unskilled, semi-skilled and skilled tasks. Ability to train other WWC employees as required. Ability to perform mentoring duties to new employees, as assigned. Ability to maintain good job-related physical condition and health and sufficient physical strength to perform heavy, manual -type labor encountered in the work are within the limits of sound safety practices. Ability to operate video camera viewer and audio visual recorder. Ability to operate a TV unit vehicle and related equipment. Ability to operate a Sewer Cleaning Machine (combination-vacuum / high pressure) and related tools and equipment. Standby duty is required on a rotational basis. May require shift work on evenings, nights and weekends. Wear personal protective safety equipment including but not limited to safety glasses, face shields, hearing protection devices, gloves, safety vests, and hard hats. Will be required to work in adverse weather conditions to restore service to customers during emergencies. Will be required to work under difficult and strenuous conditions due to nature of operating underground utilities system.
 
Graduation from high school or possession of an acceptable equivalency diploma.
Will be subject to random drug testing per DOT regulations and FPUA rules
Mechanic I - During the first Twelve (12) months of employment the employee will be required to obtain Florida Department of Transportation (FDOT) Maintenance of traffic (MOT) certification. Wastewater Collection class "C" Technician certification is desirable.
Mechanic II - Wastewater Collection class "C" Technician certification is desirable. Employee must have and keep current Florida's Department of Transportation (FDOT'S) Maintenance of traffic (MOT) certification. Two (2) years' experience as WWCMI with Fort Pierce Utilities Authority.
Mechanic III - Employee must serve a Minimum of three (3) year as Wastewater Collection Mechanic II. Employee must obtain Class C, FW&PCOA Wastewater Collection Technician Certification. Employee must obtain and keep current Florida Department of Transportation (FDOT) Maintenance of Traffic Certification (MOT).
A comparable amount of training and experience may be substituted for the minimum qualifications.
 
(NOTE: There are also secondary functions, which the employee will be required to perform)

Understand the occupational hazards associated with a sewer system, utilizing standard safety precautions and safe work methods, in relation to FPUA's Safety Program and related safety devices.
Enters and works in confined spaces in conformance with the established confined space permit protocol which includes, permitting, documentation of how the job will be completed, identify and take readings of gases before entering the confined space, introduction of fresh air with use of blowers, constant monitoring of air with gas detectors, and proper utilization of retrieval equipment.
Assist with the installation, maintenance and repair of equipment such as pumps, motors, electrical equipment, odor control systems, and flow measurement devices in and around Lift Stations and Force Mains.
Works in a safe manner in compliance with FPUA's Safety program.
Assists in general housekeeping, making necessary repairs and installation of various types of machinery, measuring devices, and pumping equipment associated with lift stations.
Assists or sets up jobsite for Maintenance of Traffic (MOT) as required by Florida Department of Transportation (FDOT).
Assists in or cleans and paints buildings, piping, valves and other equipment.
Is learning to operate or operates various equipment such as mechanical hand and power tools, including grinders, welding equipment, testing equipment, shop tools, landscape tools, trenchers, compactors, repair tools, pipe threading machine, TV vehicle and related tools and mechanical equipment with a high
degree of efficiency.
Assist in or performs inspections, installation, maintenance, and performance of repair work on sewer laterals, cleanouts, and/or mainline connections, valves, clearing stoppages, performance of smoke tests, repair of force mains, and responds to a variety of trouble calls relating to the wastewater collection system. Make periodic mechanical equipment inspections of Lift Stations, Force Mains, Force Main Valves, and Gravity Sewers, performing maintenance, cleaning, and repair of lift stations, sewage grit removal equipment, sewage grinding equipment, sewage screening equipment, including pulling and replacing pumps, repairing and replacing pipe, valves, and fittings.
Reads or assists in Understand basic principles in reading and interpreting as-builts, diagrams, sketches, construction plans, and key maps of underground utilities systems.
Performing daily vehicle safety checklists before leaving compound in the morning and after returning at the end of the day.
Keeping trucks, tools, and equipment clean and ready for use and assuring that truck is stocked with repair parts as needed to perform daily assignments.
Assisting other WWC employees as necessary in the operation and maintenance of assigned duties.
Assist in completing or completes accurate daily field reports, time and material records, simple reports, and other required paperwork and inputs into computer.
Efficiently handling emergencies and multiple tasks simultaneously.
Mechanic I- Understand the proper method of cleaning and disinfecting spill sites and assist as needed. Basic understanding of the practices associated with inspecting new sewer taps assuring they are up to code. Learning some basic principles of computers. Assisting other WWC employees as necessary in the operation and maintenance of assigned duties. Learning the geographical work area. Learn to identify the hazardous gases that are present in a wastewater collection system. Open and close trenches.
Mechanic II - Assists in cleaning and disinfecting spill sites and assists in completing documentation as required. Assists in inspecting new sewer tap connections to assure code compliance. Assist in opening and closing manholes to facilitate insertion of cleaning, televising and materials. Continues learning to locate, identify, and determine degree of damage for infiltration points and sewer defects. Continues learning to prepare description of each identified sewer defect and record all pertinent data including exact location of defect. Continue learning to photograph screen pictures of serious or unusual irregularities using color printer. Assist in training other WWC employees, as required. Performs mentoring duties to new employees, as assigned. Open and close trenches.
Mechanic III - Responds in emergencies and takes personal responsibility for proper remedial measures in situations involving unusual difficulty or danger. Efficiently handles emergencies and multiple tasks simultaneously. Troubleshoots, identifies and repairs electrical and mechanical malfunctions with pumps, blowers, valves, and other related lift stations components. Reads, interprets and makes decisions based on force main and lift station pressure gauges and telemetry controllers. Perform routine preventive maintenance on force mains, force main valves and gravity sewers and lift stations. Connects and operates portable pumps and generators as needed in the bypassing of wastewater flows. Performs basic electrical troubleshooting of lift station control panels. Replace Lift Station floats as needed, terminating in the lift station control panel. Replacing Telemetry Control Units (TCU) as needed. Operates with a high degree of efficiency a Sewer Cleaning Machine (combination-vacuum / high pressure) to clean mainlines, vacuum manholes, clear stoppages, empties and cleans tank as needed and related equipment and tools. Operates with a high degree of efficiency a Closed circuit television video (CCTV) unit, to television Mainlines, and, laterals as needed. Performs and supervises internal inspection of sewer lines. While operating CCTV Equipment activates and adjusts television camera and monitors control for optimal clarity and contrast. While operating CCTV Equipment locates, identifies, and determines degree of damage for infiltration points and sewer defects. While operating CCTV Equipment prepares and speaks description of each identified sewer defect and records all pertinent data including exact location of defect. Operates with a high degree of efficiency various industry standard equipment, including but not limited to trencher, compactors, testing equipment, pumps, pipe saw. Opens and closes manholes to
facilitate insertion of cleaning, televising and grouting equipment and material. Supervises and performs the proper method of cleaning and disinfection spill sites and reporting to regulatory agencies as required. Maintain Lift Station and Collection material inventory, ensuring stand by stock is adequately stocked. Inspect new sewer tap connections to assure code compliance and document as needed. Completes accurate daily field reports, time and material records, simple reports, and other required paperwork and inputs into computer. Supervises and trains Wastewater Collection Mechanic I and trains Wastewater Collection Mechanic II. Perform mentoring duties for employees assigned to them.
