Forefront Emergency Management (www.forefrontem.com) is seeking someone to represent our consulting firm in a competent manner as an Emergency Management Consultant and NPREP Emergency Response Exercise Facilitator. Experience is required for this fast pace and critical position. You will be tasked with providing services to various clients primarily in the areas of:

• Oil and Gas production facilities (onshore and offshore)
• Pipelines and Transportation industry (highway, rail, and waterways)
• Refinery and Terminal Clients

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Emergency Response Exercise Facilitator, responsibilities include but are not limited to:

• Safety is always first and foremost!
• Track quarterly Qualified Individual (QI) drills, bi-annual response equipment exercise deployments, and annual unannounced exercises.

Scheduling and coordinating spill response and crisis management drills and exercises (From tabletop discussions to multi-day, full scale events) in accordance with the Federal doctrine, National Preparedness for Response Exercise Program (NPREP) for oil and gas production facilities.

• Scenario development for drills and exercises; initial and proactive response exercise (Trajectory, Maps, ICS Forms, Control Inputs).
• Provide financial/logistical support and manage resources for exercise planning.
• Individually facilitate Tabletop Exercise both in-person and virtually. *Experience with MS Teams is CRITICAL.
• Thorough documentation (written and digital photographs) of oil spill drills and exercises, utilizing NPREP Certification detailing the 15 core components are meet and capturing lessons learned and actions items.
• Knowledge of vessel and facility response plans as required by the USCG, EPA, DOT PHMSA.
• Functionality and diversity within the Incident Command Structure (ICS).
• Act as a liaison with federal, state, and local trustees.
• Set obtainable objectives for exercises, keeping in mind that flexibility is important.
• Knowledge of the required federal and/or state agency notifications on behalf of our clientele with regard to incidents and understanding of the necessary written documentation requirements for these agencies where applicable.

Must be experienced with ICS and have knowledge of NPREP and Spill Response Plans. Must be TWIC eligible. Must have valid driver's license. Bachelor's degree is preferred but can be substituted with military, law enforcement, or Emergency Management work history.

Pay is dependent upon experience and background.

Salary does include Bonus Compensatory Time!
