Job Summary

The Director of Compliance, Safeguarding, and Investigations (DCSI) provides strategic leadership on the performance and enhancement of the Compliance and Ethics program, the Safeguarding program, and Investigations. Work closely with the Vice President (VP) of Risk and Assurance to ensure the compliance and ethics programs work effectively across the organization.

Principal Responsibilities

Compliance and Ethics Program

  • Implement our global compliance and ethics program with the support of the VP of Risk and Assurance.
  • Responsible for reviewing and updating the compliance and ethics program and other related policies annually.
  • Prepare reports monthly for the Executive Leadership Team (ELT) and quarterly for the Finance and Enterprise Risk Management (FERM) Committee of the Board with updates on the compliance and safeguarding programs.
  • Lead and conduct compliance reviews and spot checks across FH programs and business units
  • Ensure any issues arising from the reviews and checks are addressed in a timely manner.
  • Create awareness of the compliance and ethics program across FH.

Safeguarding Program

  • Ensure that the FH Safeguarding Program/Framework is robust, effective, and anchored on international best practice standards of Do no Harm to those we serve.
  • Promote an organizational culture of safeguarding across the organization to deliver on strategic priorities.
  • Design a safeguarding framework that is anchored on FH’s Heartbeat values, Culture, and Golden Circle and aligned with the Program Model.
  • Lead the development of controls and actions that reduce the likelihood and impact of the occurrence of safeguarding risks to the organization.
  • Partner and lead the Country Offices (CO) in conducting safeguarding awareness among FH’s shareholders.
  • Reviewing community feedback under the Community Systems for Accountability and Feedback (C-SAFE) per the C-SAFE Policy.

Investigations Support

  • Responsible for leading any submissions reported in the Ethicspoint System to be processed, investigated, and addressed in a timely manner.
  • Implement the investigation and whistleblower guidelines across the organization.
  • Advise the VP of Risk and Assurance and the Compliance Committee on the status of cases with significant risk and complexities and seek consensus on a way forward.
  • Review EthicsPoint case intake and the prioritizing of cases for triage and resolution in coordination and collaboration with relevant stakeholders.
  • Assign investigation resources to cases received in EthicsPoint in consultation with the VP of Risk and Assurance and other stakeholders.
  • Build the internal capacity of key FH staff to handle investigations and maintain a database of investigators within and outside FH.
  • Create organizational awareness of the investigation guidelines, keeping the guidelines updated.
  • Prepare investigation trends analysis, insights, and reports for review with VP Risk and Assurance and submission to the CO Senior Leadership Team (SLT), FH ELT, and the FERM Committee of the Board.

Job Level Specifications

  • Proficiency in Google platforms, Microsoft Office products (Excel, Word, and PowerPoint), and various compliance and investigations systems.

  • Advanced knowledge of compliance and ethics processes and practices.
  • Strong leadership abilities, motivating and inspiring a team to achieve targets and exceed expectations.
  • Outstanding analytical, critical thinking, and problem-solving skills, coupled with an ability to translate ambiguous ideas or issues into well-defined solutions with a track record for delivering results.
  • Ability to guide capacity building initiatives by facilitating and coordinating all training and capacity strengthening aspects including protection training for stakeholders and staff.
  • Strong Compliance Management skills
  • Ability to lead and perform investigations and manage cases from intake to resolution.
  • Proficiency in spoken and written English. Spanish or French is a plus.
  • Effective communicator, both orally and in writing, able to ask well-crafted questions and present ideas in a clear and compelling manner, good listener who engenders creative thinking and teamwork.
  • Ability to travel up to 20% of time per year in the US and internationally, sometimes to insecure countries or locations.

Experience

  • Typically, 7 years of compliance, audit, and/or risk management experience, including performing operational reviews and fraud investigations.
  • At least 5 years in a leadership role leading compliance, safeguarding, and/or investigations functions.
  • Working awareness and knowledge of the compliance programs, processes, and standards is necessary.
  • Experience in conducting compliance assessments, investigations and compliance reviews in a complex global organization is a must.
  • Experience with US Government regulations such as the 2 CFR 200, as well as other multinational and private donor regulations, is a plus.
  • Experience or working knowledge with safeguarding, gender, or protection best practices in an INGO is a plus.

Education/Certifications

  • Bachelor's degree (or equivalent) in accounting, internal audit, compliance, risk management or related field required. In lieu of education, some education has 10 years of related experience and 7 years of related leadership experience.
  • Certification in compliance, audit, or related certifications is strongly preferred.

FH expects its employees to maintain high ethical standards, protect organizational integrity and reputation, and ensure that FH work is carried out in honest and fair methods, in alignment with the Heartbeat Values and safeguarding and associated policies. Violations to stated policies will be subject to corrective action up to and including termination of employment.
