Description

The purpose of this position is to promote individual and population health by providing essential services of public health within a variety of settings. This position ensures compliance with federal, state and local health codes and regulations by: investigating food and waterborne illnesses; inspecting food establishments, taverns, campgrounds, recreation-educational camps, body art establishments, lodging and water recreational facilities; obtaining samples for testing; respond to complaints; coordinates and conducts educational/informational trainings and presentations with the public and licensed facilities; performs lab duties in the private water lab and works in the Department of Natural Resources (DNR) transient non-community well water program; provide community education on radon, water quality, and lead prevention.

Examples of Duties

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Inspect and regulate retail food establishments, lodging facilities, recreational pools, campgrounds, taverns, body art establishments, recreational camps and schools.
  • Inspect temporary events during normal business hours, off-hours, on weekends and holiday, as needed.
  • Assists with operations of the water lab, answers questions from citizens about water testing and quality.
  • Assist with the lead poisoning prevention and control activities in accordance with state, local and department guidelines and policies.
  • Assist in the Radon Information Center.
  • Assist in the DNR transient non-community well water program collecting samples, completing sanitary surveys and report writing of observations.
  • Provides environmental and public health consultation, training and presentations as needed.
  • Responds to public complaints and inquiries on environmental public health matters.
  • Responds to local and regional public health emergencies.
  • Maintains adequate records using electronic database.
  • Maintains knowledge of public health provisions in Wisconsin statutes and administrative codes, as well as local ordinances; implements and interprets state and local public health policies.
  • Assists with review of policies and procedures for the department.
  • Attends meetings and trainings to keep abreast of recent research, concepts, equipment, educational techniques, code changes, and to meet federal, State and local requirements or recommendations.
  • Participates and assist in public health programs/initiatives of the department that will benefit the community.
  • Maintains a general knowledge of the National Incident Management System (ICS 100, 200, 700, and 800) and higher level courses as assigned by Public Health Officer or Emergency Coordinator
  • Other duties may be required and assigned, including responding to an emergency event.

Typical Qualifications

Preferred Skills:

  • Ability to explain and enforce county laws, ordinances and regulations.
  • Ability to operate a variety of office and public health equipment including telephone, personal computer, copier, fax machine, water test kit, and thermometers.
  • Ability to lift, carry, push, pull and move objects up to 20 pounds.
  • Ability to add, subtract, multiply, divide, calculate decimals and percentages, fractions, decimals, volumes, and ratios. Ability to interpret basic statistical reports and communicate information.
  • Ability to secure, analyze, and interpret facts through investigations and inspections.
  • Ability to communicate effectively with the general public, licensed operators, service technicians, and others verbally and in writing.
  • Ability to work in a team environment and review the work of others.

Education, Certifications and Experience:
  • A Baccalaureate Degree from an accredited college or university with a major in environmental health, biology, microbiology or related field is required.
  • Wisconsin Registered Sanitarian or National Environmental Health Association Registered Environmental Health Specialist/Registered Sanitarian preferred.
  • Experience consisting of at least one year as a sanitarian or in a public health agency; or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • Education and work experience that allows for the Registered Sanitarian examination as stated in SPS 175.02 and successful exam completion within 1 year of employment.
  • Requires Wisconsin driver's license.
  • Ability to read, write, and speak secondary language preferred, specifically Spanish.
Preferred License/Certifications:
  • Certified Pool Operator (CPO)
  • Certified Radon Miitigator and Measurement Professional
  • Certified Lead Inspector/Assessor/Investigator
  • Pass and maintain State Certification of Standardization in the Wisconsin Food Code; which includes exercises in risk-based inspections, good retail practices, process flow charts, risk control plan, application of HACCP principles, knowledge of inspection equipment, and communications.
Special Requirements: If not a Registered Environmental Health Specialist/Registered Sanitarian, (REHS/RS) must obtain the credentials within 1 year of employment or termination may occur.
