Full Job Description
Summary: Responsible for the administration and management of the Community
and Employment Support (CES) Waiver program including planning, implementing,
and coordinating projects and activities that align with the mission and strategic
objectives of the organization as well as meeting quality standards and
DDS/PASSE regulations.
Essential Duties and Responsibilities: include the following. Other duties may be
assigned.
Program Management:
Manage daily operations that support program objectives and goals.
Initiates projects and sets goals with program staff that align with the
strategic objectives of the organization.
Utilizing Focus operating system, plan, monitor, and assess key metrics
results, setbacks, and overall progress in achieving trimester and annual
goals.
Oversees the development and implementation of program policies,
procedures, and guidelines, including training of staff, within the department
and the organization.
Facilitates coordination of program projects and activities within the program
and across the organization.
Ensures fidelity of data collection, analysis, and reporting.
Oversees and assists in the development, implementation, monitoring, and
adjusting of work systems and processes to effectively support program
objectives and improve outcomes.
Reviews and evaluates quality of ongoing services and works with staff to
improve program quality, effectiveness, and efficiency.
Director of CES Waiver
Monitors and assesses program’s compliance with all applicable laws and
regulations, processes, and procedures, including Federal and State
agencies as well as licensing and certification agencies.
Monitors the quality of contracted services and ensures services provided
are within the terms of the contract.
Deploy resources efficiently and effectively toward program and
organizational goals, working with staff to balance workload and effort.
Works collaboratively to identify program needs in the areas of funding,
employee recruitment, and referrals for service.
Generates referrals and admissions to the program and serves as a
professional resource to the community and referral sources regarding this
program.
Provides monthly monitoring overview and assures that all services have
been delivered and properly accounted for before submitting to fiscal office.
Compliance/HIPAA:
While performing the duties of this job, the employee will comply with all federal,
state, and local laws and regulations pertaining to Focus.
The employee has access to all clients’ protected health information within his/her
program. The employee will not attempt to access any other protected health
information unless otherwise approved by the Supervisor.
Supervisory Responsibilities:
Directly supervises assigned staff and indirectly supervises 175 staff. Carries out
supervisory responsibilities in accordance with the organization's policies and
procedures and applicable laws. Responsibilities include interviewing, hiring, and
training employees; planning, assigning, and directing work; appraising
performance; rewarding and disciplining employees; addressing complaints and
resolving problems.

Education and/or Experience:
Must have an associate degree and/or bachelor’s degree (B.A.) from a four-year
College or University in social services, or related field. Master’s degree in relevant
field is preferred. A minimum of five years’ experience in a health-related field with
five years’ management experience required.
