The purpose of this position is to supervise Health, Safety & Environmental (HSE) professionals to create and sustain a productive work culture and safe work environment in order to avoid and minimize HSE related problems. These problems include but are not limited to prevention of human injury, environmental degradation and unsafe working conditions/practices. This is done through health, safety and environmental training, programs, and processes with a visible and uncompromised commitment to the protection of the environment as well as the productivity of the Company’s employees. Our Moreno Valley project team is looking for someone to fill an 8 month assignment.• Supervise and train subordinates assigned to her/his area on HSE activities on Total Installed Cost (TIC) of medium to large-scale projects; duties may include preparation of certification/classification programs, the preparation of the supporting HSE documents and implementation of project specific HSE initiatives• Apply regulatory requirements to provide guidance and recommendations to project management; participate in monitoring and controlling HSE standards, applicable laws and regulations; and design and review a project plan or schematic to confirm compliance with all governmental regulations and Company/client requirements• Plan, conduct and document work requiring independent evaluation, selection, and adaptation/modification of standard techniques, procedures, and criteria:, in example, Environmental Impact Assessments (EIA), coordination and execution of Safety Cases (SC) and support studies, Quantitative Risk Assessments (QRA), Process Hazard Analyses (PHA), Fire Protection Specifications (FPS), Environmental Impact Assessments (EIA) and perform analysis of regulations against project needs so that design will comply with regulations• Promote and foster Company HSE standards and goals with programs throughout the Company and/or project to confirm a safe and productive work environment• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability PoliciesCore Expectations:• Owns and is responsible for the overall direction of the Fluor Site HSE Management System• Conduct yourself and business dealings in a professional manner reflecting favorably on Fluor and the client• Coordinate with client, and contractors to ensure the site safety program in its entirety is understood, followed, and practiced• Conduct post-accident and incident investigations. Maintain and publish results as required. Protect collected data that may be needed for litigation• Manages, monitors, controls and reports construction safety measures and results. Communicate site goals broadly through the use of verbal and graphic presentation• Maintains liaison with client and Fluor safety organizations. Develop and maintain professional relationships ensuring open lines of communication, and proper and timely involvement as required enhancing and supporting respective safety programs• Report to the Fluor Site Operations Manager as soon as possible all safety incidents, near misses and violations, promote the construction organization, to obtain approvals necessary to provide procedural and directional changes• Assists Fluor Site Operations Manager in a staff role appropriately with input in areas of site and operational direction. Provides guidance to management through interpretation of standards and regulations• Participates in the implementation, management, and maintaining of an effective labor relations program ensuring labor harmony is kept intact in the areas of construction and plant labor. Immediately report to the Fluor Site Operations Manager infractions that may cause conflictPrinciple Duties:• Continuously seek ways to improve Fluor Site HSE Program. Provide a “Safer Together” environment and culture. Strive to achieve breakthrough, World Class results• Provide an effective, comprehensive safety program collectively used across the site designed to protect the health and welfare of the Fluor Construction organization• Visibility in the field. Make frequent and daily walks in the field to review, monitor and evaluate safety performance and compliance to site safety rules. Ensure specific requirements and procedures are met• Ensure contractors meet contractual requirements and all agreements are being met regarding safety deliverables. I.E., training, BOS, first aid supplies, assured grounding, ladder inspections, OSHA Logs, etc.• Confront unsafe behavior. Resolve all unsafe practices, issues, and conflicts in a timely manner. If necessary, bring infractions to the attention of contractor supervision, specific construction manager, or management as required• Randomly attend contractors gang box safety meetings to ensure the site safety topics: issues and awareness are properly communicated to the field• Establish and maintain an effective Safety Orientation Program. Ensure all new hires and visitors have been properly orientated• Schedule safety audits as dictated by client and Fluor guidelines. Prepare documentation and files to secure favorable safety audit results• Implement an effective and all-inclusive site safety-training program. Maintain appropriate training records• Own, clearly understand and maintain site substance abuse and chemical screening policy• Understand new and existing state government rules and regulations having impact in the construction safety area. Stay involved with the client Safety Network and other safety organizations to aid in the understanding and impact of new laws and regulations• Identify gaps and develop programs and communication techniques to address inadequacies• Prepare for and participate in audits as required. Prepare and maintain documentation as required to achieve successful audit results• Maintain communication and reporting requirements regarding safe effort hours, near misses, first aid incidents, etc. Ensure reports are completed each month for the site scorecard, and others as may be required• Document all changes in site safety program; communicate changes in a timely, most efficient manner. Maintain a complete and orderly filing system.• Create a positive working relationship and involve other in working collectively toward goals and resolution of conflict. Foster a sense of collaboration among team members• Participate in the procurement bidding process from a safety perspective• Always seek out, implement, and report savings opportunities. Participate in construction savings programs• Accredited four (4) year degree or global equivalent in applicable field of study and four (4) years of work-related experience or a combination of education and directly related experience equal to eight (8) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors• Job related technical knowledge necessary to complete the job• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines• Ability to attend to detail and work in a time-conscious and time-effective manner• Intermediate computer and software skills to include the use of word processing and email as well as the intermediate use of spreadsheets and electronic presentations• Good organizational skills• A valid driver’s license• Continue education and knowledge of industry-wide HSE-related information and technologies as well as new regulations and trends through continuing education, conferences, and/or periodicals, and continues to develop in-depth specialization• Serve as a Company representative to external HSE organizations
