The Florida Department of Children and Families (DCF) isthe state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking, and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

North Florida Evaluation and Treatment Center (NFETC) is a 216 bed, all male, forensic, mental health rehabilitation facility. The Center is located in northeast Gainesville, Florida on 639 picturesque acres with regular sightings of deer, turkey and other wildlife. NFETC employs a variety of entry level to leadership positions including food service, maintenance, direct care, nurses, counselors, rehab therapists, medical doctors, security, psychiatrists, and psychologists.

THIS IS AN ANTICIPATED VACANCY.

This is a highly responsible and professional position that will serve as Registered Nursing Consultant. This position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

Specific Duties and Responsibilities include:

  • The Registered Nursing Consultant is part of the Management & Performance Services / Quality Management Department. The requirements for this position represent work in planning, delivering, monitoring, evaluating, and consulting in the management of clinical training as well as overall monitoring of the use of psychotropic medications.
  • This position is responsible for conducting all mandated and elective chart audits that relate to resident care issues, producing reports and presenting the data as directed by the Health Administration Services Manager. The number of mandatory full chart audits completed annually will be no less than 25% of the person's served the prior fiscal year.
  • Audits and monitors all seclusion and restraint events and documentation for compliance with CFOP 155-20 and CFOP 155-21. Serves as a member of the Post Event Review Team following every seclusion and /or restraint event at the facility. Results and analysis from audits will be shared at the weekly Seclusion and Restraint Oversight Committee Meeting. Opportunities for improvement and/or trends will be identified.
  • Works in collaboration with the Medical Executive Director (MED) as well as the Chief of Nursing Services (CON) to ensure compliance with applicable federal and state standards of care for medical and psychiatric and medical processes. Manages Center efforts to provide monitoring of use of psychotropic medications per CFOP 155-1. Maintains system to ensure auditing, reporting, and identification of opportunities for improvement in psychiatric and medical processes. Responsible for compiling and sharing Medical Variance data in Risk Management Committee and Pharmacy and Therapeutics Committee.
  • Serves as a subject matter expert to ensure that trainings developed adhere to CFOP. Conducts evaluations on impact of training as it relates to the improvement of medical processes and services. Obtains and disseminates literature on relevant quality management topics to medical staff and management.
  • Lead and assist in Strategic Planning and CARF Accreditation activities. Participates and assist other departments with Continuous Quality Improvement Projects. May also serve as a Project Manager.
  • Participates as a team member on multiple committees which may include but are not limited to: Pharmacy and Therapeutics Committee, Seclusion and Restraint Oversight Committee, Quality Management Council, and Risk Management Committee.
  • Serves as a member of the statewide committees/teams, to include Quality Reviews, as indicated.
  • Performs other duties as assigned.

Knowledge, Skills and Abilities required for the position:

  • Knowledge of nursing principles, practices and techniques.
  • Knowledge of human anatomy and physiology.
  • Knowledge of methods of compiling, organizing and analyzing data.
  • Ability to develop and implement various program monitoring methodologies and techniques.
  • Ability to provide in-service training on medical and health care services, patient assessments, and utilization practices.
  • Ability to develop program policy, procedures, manuals, administrative rules and agreements.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Ability to prioritize work load.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to develop various reports.
  • Ability to formulate and monitor nursing standards and operating policies and procedures.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate effectively.

Minimum Qualifications:

  • Licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27 or a multi-state license under the Enhanced Nurse Licensure Compact (eNLC) and four years of professional nursing supervisor experience.

Preference will be given to applicants who have:

  • Candidates who have a Master of Science degree in nursing.
