The Florida Department of Children and Families (DCF) isthe state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

Northeast Florida State Hospital (NEFSH) is a 613-bed, licensed mental health treatment facility that provides person-centered services to adults suffering from severe and persistent mental illness. The hospital, located in Macclenny, was established in 1959 and is the largest state operated civil treatment facility.

THIS IS AN ANTICIPATED VACANCY.

This is a highly responsible and professional position that will serve as a Government Operations Consultant I at the Northeast Florida State Hospital. This position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

Specific Duties and Responsibilities include:

  • This is a highly responsible position that works with Nursing Serices on a variety of administrative matters that involve complex, independent, administrative and consultative activities and assignments.
  • The incumbent in this position must have the ability to coordinate and communicate among a variety of professional staff persons, physicians, managers, & hospital administration.
  • The position requires that the incumbent maintain a working knowledge of the hospital’s mission statement, vision, values, long term strategic objectives, annual business plan objectives, organization structure and operating procedures.
  • This position works with protected health information and compliance with the Health Insurance Portability & Accountability Act (HIPAA) is mandatory.
  • Consults with Department Heads, supervisors and administrative/clinical staff to resolve programmatic, administrative and operational issues and problems.
  • Performs first-hand, onsite analysis of operational problems of programs; serves on interdisciplinary staff teams to develop optimum resolutions; carries out the implementation of solutions to ensure management excellence; prepares reports as needed. Facilitate/conduct Continuous Quality Improvement projects.
  • Conducts regular meetings and provides feedback to project managers.
  • Supports timely completion of project steps by assigned project manager.
  • Meets with Quality Consultant according to standard.
  • Participates in Quality Council process. Develops and maintains key data sets for division and facility.
  • Summarizes data, identifies trends and shares with stakeholders according to standard.
  • Maintains Quality Board for the Nursing Services Division in addition to 4DX scoreboards.
  • Investigates, assesses, analyzes and makes recommendations to resolve issues and problems within Nursing Services related tp call out data, FMLA/FSWP use, and other alternate duty employees.
  • Ensures that Nursing Services program manuals and procedures are current and complete.
  • Assists END/SRNSs with routing/review of operating policies and procedures.
  • Represents the division on the hospital’s Publications Management Committee (PMC).
  • Conducts special studies to assess problems in Nursing Services support areas.
  • Prepares written reports and makes appropriate recommendations to the Chief of Nursing Services.
  • Reviews administrative correspondence; identifies tasks and recommends assignments to appropriate operational unit.
  • Analyzes and assesses returned assignments for completeness and accuracy.
  • Assist Department Heads with various Human Resource activities (i.e. Employee grievance and disciplinary actions; recruitment and reclassification).
  • Performs related duties as assigned.

Knowledge, Skills and Abilities required for the position:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

Minimum Qualifications:

  • A bachelor's degree from a college or university is preferred and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
  • A master's degree from a college or university can substitute for one year of the required experience.
  • Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
