POSITION DESCRIPTION

GIS Specialist I

I. Objectives

A. To post daily changes and updates to the geographic information system (GIS).

B. To prepare staking sheets for close-out and post changes to GIS

C. To assist employees and contractors to understand and utilize the information from these systems in order to improve the reliability and safety of the FECC electrical network.

II. Reporting Relationships

A. Reports to GIS Supervisor

B. Directs none

III. Essential Functions

A. Organizes, creates, manipulates, enters, and retrieves GIS data for reporting, analysis and presentation purposes

B. Assist in the development of GIS related presentations, attends meetings and workshops as required

C. Prepares and performs maintenance on all departmental GIS data as required

D. Prepares and interprets source documents and spatial data for digital conversion

E. Provides for the digitizing of source documents and maps. Supplies first line quality control of all data which includes spatial alignment, accuracy, precision, GPS validation, etc. as required

IV. Other Functions

A. Assist Engineering staff with GIS and work order projects

B. Assist Engineering staff with field staking and design projects

C. Provide support to the Operations Department and assist in the maintaining, creating, and updating the GIS in relation to pole inspections, and the right-of-way maintenance

D. Performs other duties as assigned

V. Relationships

A. Internal

i. GIS Supervisor : To request and provide advice and assistance as required; to confer on problems; to seek necessary approvals and to keep informed of departmental and Cooperative policies and procedures;

and to discuss any unusual problems that may affect the job

ii. All Cooperative Employees : To maintain good working relations with all cooperative employees, exchanging ideas and work progress information

B. External

iii. Other Utilities : Coordinate projects and exchange data to promote good working relationships and accurate records

iv. Contractors : Provide timely, accurate maps and information

v. Arkansas One Call : Provide monthly updates of underground facilities by exporting electronic data from the geographical information system.

VI. Wage and Salary Information

This position is an hourly rated non-exempt position under the Wage and Hour Laws.

Position Specifications

GIS Specialist I

I. Education

High School diploma required. A.S. or B.S. in GIS, geography, information systems, math or a related field is preferred.

II. Experience

No experience required with A.S. degree. Four years of experience in GIS or as a data analyst is otherwise required.

III. Abilities and Skills

B. Must have good written and verbal communication skills and be able to effectively interact with other persons in a business environment.

Must be capable of organizing, tracking, and completing multiple tasks and projects with minimum supervision. Must become proficient in the use of a wide variety of business automation, field design, and outage management applications.

Must have and maintain a valid Arkansas driver's license. This is a safety sensitive position where the employee holding this position has the responsibility for his / her own safety or other people's safety.

IV. Working Conditions

A. Primarily office based with some field work. Night and weekend work is occasionally required.

POSITION DESCRIPTION

GIS Specialist II

I. Objectives

To create, integrate, analyze, and present spatial and tabular information from the geographic information system (GIS), customer information system, outage management system, and related data sources and systems.

B. To assist employees and contractors to understand and utilize the information from these systems in order to improve the reliability and safety of the FECC electrical network.

II. Reporting Relationships

A. Reports to GIS Supervisor.

B. Directs none

III. Essential Functions

Create visual representations of the GIS database and to assist the Engineering and Operations departments and users in optimization of their duties.

Organizes, creates, manipulates, enters, and retrieves GIS data for reporting, analysis and presentation purposes.

Implements technical methodologies for creation and use of spatial and tabular data.

Prepares and interprets source documents and spatial data for digital conversion.

Assists in the development of GIS related presentations, attends meetings and workshops as required.

Provides for the digitizing of source documents and maps. Supplies first line quality control of all data, which includes spatial alignment, accuracy, GPS validation, etc. as required.

Prepares and performs maintenance on all departmental GIS data as required.

Utilizes data from multiple sources to interpret, analyze, and produce high level maps and reports.

IV. Other Functions

Provides support to the Operations Department and assist in the maintaining, creating, and updating the GIS in relation to pole inspections, right-of-way maintenance, and other duties as assigned.

Assists the Joint Use Coordinator in maintaining, creating, and updating the GIS in relation to joint use companies.

Serve as a backup in the absence of the GIS Supervisor.

Performs other duties as assigned.

POSITION SPECIFICATIONS

GIS Specialist II

I. Education

High school diploma required. B.S. in GIS, geography, information systems, math, or a related field is preferred.

II. Experience

Two years GIS experience required with an appropriate A.S. or B.S. degree. Six years of experience as a GIS analyst or similar position is otherwise required.

III. Abilities and Skills

A. Must be competent in the use of the ESRI suite of products, including ArcGIS Online (AGOL), and knowledge in computerized mapping, CAD, or related fields.

Must be able to create geoprocessing methods and have knowledge of ArcGIS automation processes including model builder and / or python scripting.

Must have the ability to create and query geodatabases. Must have an understanding of spatial statistics. Must be knowledgeable of either traditional or branch versioning.

Must have a basic understanding of geodatabase replication. Must be able to analyze and understand electric utility procedures.

Must be able to work with the fundamentals of algebra, plane and solid geometry, and trigonometry. Must have the ability to analyze data, organize and present information, and develop appropriate recommendations.
