Agency Overview
First Choice Services, a statewide 501c3 non-profit organization, specializes in social service helplines and community programs that help West Virginia become a healthier state. The organization operates the state’s Addiction and Mental Health Helpline for Adults and Kids (HELP4WV), the Problem Gamblers Help Network of WV for those dealing with a gambling problem, the Suicide Lifeline, the WV Tobacco Quit-Line, the HELP304 Program which serves as West Virginia’s Mental Health Helpline, assists with answering WV 211, the Jobs and Hope Program and many other similar programs for other states. One common theme for all of these programs is WV residents need Health Coverage in order to access many of the treatment options and programs that might be available to them. Since 2015, First Choice has served as West Virginia’s federally funded Navigator grantee. The WV Navigator program assists WV residents learn about and get enrolled in affordable health coverage options available to them under the Affordable Care Act. The program helps any WV resident, especially vulnerable populations, get access to health care so that WV can continue to strive to be a happy and healthy community.
Position Overview
First Choice Services, a statewide non-profit organization, is seeking a Health Insurance Navigator to work on its grant funded WV Navigator program. The program is vital to helping WV residents, especially vulnerable populations, across the state learn about and sign up for health insurance plans through the Affordable Care Act’s (ACA) Health Insurance Marketplace, Medicaid, and CHIP. The Navigator will provide assistance both in-person and over the phone. The First Choice Navigator will be required to exhibit patience and empathy with clients, while effectively educating the client with the necessary information. The position will work closely with each client to educate them about plan options and coverage details, teach about preventative services, connect the client with other social service programs they may be in need of, and check in with them throughout the year. Additionally, under direction of program supervisors, the Navigator will need to coordinate community outreach and education, give presentations to build awareness of insurance programs available to WV residents, and build and nurture new and old relationships with clients and partners.
The First Choice Navigator will use excellent customer service skills and knowledge of insurance enrollment to assist callers who need to enroll in health insurance through the Health Insurance Marketplace for the state of West Virginia. The First Choice Navigator will be required to exhibit patience and empathy with callers, while effectively educating the caller with the necessary information. The First Choice Navigator will need to work with Program Coordinator and Program Director to coordinate outreach opportunities, and build and nurture new and old relationships with clients and partners. Health Insurance Navigators in this position are the initial point of contact for callers and are responsible representing the agency and its mission in their direct interaction with First Choice callers.
Essential Job Functions

  • Participate in professional development, staff meetings, continuing education, quality improvement and performance review as required.

Non-Essential Job Functions

Requirements
  • High School Diploma or equivalent required; Bachelor’s Degree in human services, Social Work, Business Administration, or Health Sciences preferred.
  • Must be able to clear a criminal background check.
  • Strong working knowledge of insurance enrollment a plus.
  • Experience with the Health Insurance Marketplace and/or Medicaid a plus.
  • Strong written and verbal communication skills.
  • Exceptional customer service skills.
  • Passion for helping others in the area of accessing healthcare, suicide prevention, mental health and addiction.
  • Intermediate proficiency level of computer software.
  • Ability to relay information to a diverse range of individuals.
  • Capacity to multi-task in a structured work environment.
  • Ability to work with co-workers, callers and administrators in a respectful and cooperative manner regardless of differences in values or opinions.

Working Environment
  • A climate controlled, contact center environment. Constant usage of phone and computer systems.
Physical Requirements
  • Extensive computer work with long periods of sitting in a typical call center work environment.
  • Limited physical effort required with limited exposure to physical risk.
  • Ability to lift 35 pounds unassisted. Heavier weight with assistance.
  • Ability to work evenings, nights, weekends, and holidays as required
  • Ability to climb 4 flights of stairs, with 10-15 steps each.
