Finney County is Hiring a Director of Public Works Near Garden, KS

Summary

The Director of Public Works directs and oversees the operation and maintenance of Road and Bridge, Right of Way, and Noxious Weed, in accordance with state statutes and generally accepted engineering practices. The Department is responsible for the construction and maintenance of highways, roads, bridges, culverts, signing and related activities as well as other functions, services, and activities which they may be authorized by law authorized by law per KSA 19-4501. This position is under the direct supervision of the County Administrator and the Assistant County Administrator and/or his/her designee.

Definition and Examples of Work

Manages operations of the department.

  • Performs administrative responsibilities for road & bridge, noxious weed, building maintenance, fair and park functions in accordance with state and federal laws, rules, and regulations.
  • Coordinates with direction from the Road Supervisor the daily work projects and assign jobs to work crews.
  • Develops and administers department policies and procedures.
  • Advises the County Administrator or administration on matters relating to department operations and county-wide operations.
  • Communicates Finney County Public Works performance updates to the County Administrator.
  • Performs administrative responsibilities for all department functions in accordance with applicable policies, rules and regulations, and government regulations.
  • Coordinates annual and long-term plans and budgets with County Administrator, Facilities Supervisor, Fair and Parks Coordinator and the Finney County Commission to maintain County roads, buildings, and utilities under jurisdiction of the department.
  • Enforces and maintains compliance with all federal, state, and local laws and ordinances.

Manages department staff.

  • Defines and monitors performance, productivity, and compliance of direct reports with departmental missions, goals, objectives, policies, and procedures to ensure all work meets the required expectations.
  • Assign tasks, establish work schedules, review completed work, and supervise department supervisors, foremen, clerical staff, and all other employees.
  • Directs and oversees the department’s safety program; ensures training, communications, and policies are presented and adhered to by all department employees; administer motivation, incentive, reward and discipline as appropriate to underscore the value and importance of working safely.
  • Provides performance feedback, and makes decisions for hiring, discipline, promotion, compensation, etc.

  • Assists with the budget preparation, and controls expenditures and provides input on revenue sources.
  • Purchases necessary equipment and supplies for the department.
  • Researches the type of equipment to purchase or programs to support, prepares bid specifications for equipment, projects and supplies; determines cost alternatives with pros and cons, and provides recommendations.
  • Prepares or reviews plans and specifications for the supplies, services, contracts.
  • Prepares and completes reports and maintains records.
