JOB TITLE: Financial Data Analyst
THIS IS NOT A REMOTE JOB - THIS IS ON-SITE
MINIMUM QUALIFICATIONS:
* Bachelor's degree in Business, Finance, Accounting, or related fields
* Minimum three (3) years in data mining / data analysis
* Experience may substitute degree on a year‐by‐year basis
NATURE OF WORK
Under general direction, the purpose of the job is to performs all aspects of planning, analysis, formulation and execution of the City’s annual operating budget and five-year capital improvement plan. Assists with the development of revenue and expenditure projections; prepares economic analyses to project, monitor, and propose financial options. Work is performed under the general supervision of the Budget Manager, and performance is reviewed from an overall standpoint through reports submitted, conferences, and results obtained. The position may require work after hours during specified periods of the year.
KNOWLEDGES, ABILITIES, AND SKILLS
* Basic accounting knowledge:
‐ debits and credits
‐ accruals and deferrals
‐ account structure
* Intermediate knowledge in Excel:
‐ Comfortable building formulas to handle, edit and reformat text and dates while retaining the integrity of the data
‐ Proficiency in creating and building Pivot Tables
‐ Create and edit macros to suit
‐ Usage of Intermediate formula features such as and not limited to the following: SUMIF,
COUNTIF, VLOOKUP/XLOOKUP, CHOOSE, MID, MATCH, etc
* Basic data analysis:
‐ Knowledge in R, Python, or another statistical programming language
is a big plus
‐ Must exhibit signs of critical thinking, troubleshooting, and
problem‐solving skills
‐ Ability to perform queries and create reports to uncover and
synthesize connections, trends and insights that are not always so clear

I believe that the most important skill that a good candidate should
have is to *KNOW HOW TO LEARN*. This will afford them the ability to be flexible
in this position, and learn how to manage the tasks that the City needs. I don't expect
a candidate to know everything off the get‐go; they should be able to *learn*
and *grow* along the way.
So rather than just filtering candidates according to the skills that they already
know, Management needs to figure out how to find the candidates that have the sort of *spark*
inside of them that will allow them to *grow* in this job position.
“Intellectual Curiosity” is what is needed.
