Credit and Financial Analyst I

General Summary:
Assistsin assessing, monitoring, measuring, analyzing, validating, and reporting onBank credit risk exposure. Preparesanalyses of the financial strength and performance of all credit relatedcounterparties of FHLB of Cincinnati, including but not limited to, banks,broker dealers, credit unions, community development financial institutions, vendors,futures commission merchants, resale and unsecured Treasury counterparties, tomeasure and stratify the level of credit risk exposure created by extending creditto an institution or assuming default risk for investment counterparties. Prepares analytical and statisticalreports. Assists in maintaining andvalidating statistical databases used in the financial analysis process.
Principal Duties andResponsibilities:

  • Prepares less complex periodic narrative financial analyses of Member institutions as well as vendors, and foreign and domestic unsecured counterparties detailing both quantitative and qualitative factors in support of an assigned risk rating conclusion.As levels of complexity increase, activities are performed with the assistance of more senior analysts or involve providing assistance to more senior analysts.
  • Develops and prepares reports and analyses of industry and District financial trends.
  • Uses vendor software and other third party provided data to develop and monitor Member institution and unsecured counterparty peer group statistics.
  • Shares responsibility for preparing analyses of “special purpose” unsecured counterparties, mortgage insurance companies, housing finance agencies, broker dealers and of vendors designated as moderately high risk or high risk.
  • Assists in preparing internal management reports detailing high risk members and counterparties (Watchlist), and risk surveillance reports for monitoring member performance trends and emerging issues.
  • Processes updates to financial condition and performance data in internal systems/applications, as well as factors reliant on this data (regulatory financial data, collateral statuses, ratings, etc.).
  • Conducts testing of enhancements to credit risk identification, monitoring, and management functionality within departmental systems.
  • Reviews and/or validates the accuracy of member financial statistics used in underwriting decisions and the Bank’s credit rating process. Prepares analyses of potential Member Affiliate Collateral Program participants and performs ongoing reviews and documentation of program eligibility.
  • Maintains professional knowledge of financial analysis techniques used in evaluating the financial strength and performance of various types of financial institutions, including commercial banks, community development financial institutions, credit unions, and insurance companies.
  • Performs less complex targeted and portfolio level reviews/monitoring of key credit risk exposures, decisions, and strategies.Assists in the production of reports and presentations that outline findings, explains risk positions, or recommends changes/improvements.
  • Provides relevant oversight and advisory services to help ensure credit risk exposure is optimized and credit risk-related policies and practices are appropriate.
  • Performs above duties as well as others assigned by management.

Minimum Knowledge,Skills and Abilities Required:

  • Knowledge at a level normally acquired through the completion of a Bachelor’s Degree in Business Administration, Banking, Finance, Accounting or related field of study.
  • One year of experience as a financial analyst, especially credit analysis involving the evaluation of the credit worthiness of banks, credit unions, and/or insurance companies. Prior experience at a rating agency, as a financial industry consultant, or as an examiner for a regulatory agency is beneficial.
  • Effective communication skills, both written and verbal. Ability to adapt communication style to suit the intended audience while interacting with Bank staff and external contacts in a professional manner. Ability to handle sensitive information and continually demonstrate tact and diplomacy.
  • Ability to work independently and prioritize work assignments.Ability to research, identify and implement solutions to a variety of administrative problems.Analytical skills necessary to develop factual reports or summaries through data gathering, interpretation and compilation of financial results while maintaining a high degree of accuracy.
  • Demonstrated proficiency with a personal computer, including a working knowledge of application software.Intermediate skills in the use of Excel and Word and the ability to build moderately complicated formulas in Excel to compile data for analysis purposes.

Working Conditions:
Flexibilityto work outside normal business hours if required to complete time sensitiveprojects.
Notation: Thisposition has been identified as “high risk” as outlined in the Bank’sBackground Check policy. Individuals occupying this position will be requiredto submit to a background check biennially. Such repeat background check(s) are considered a “condition of continuedemployment”.
