Overview of position:

FEDITC is seeking a Utility Rates Management Team (URMT) Support in Panama City, FL. Active Secret Clearance and a United States Citizenship are required to be considered for this position.

Responsibilities:

• Assist with coordinating efforts of URMT Lead, Utility Rate Expert Consultant (UREC), other Government personnel, and non-OASIS contractors.
• Support all aspects of the AFCEC URMT program, providing economic and technical expertise related to utility service/commodity acquisition and rate management of electric, natural gas, water, and wastewater.
• Assist with collection of all contract and bill documentation for UREC to review and analyze proposed utility rate increases/issues and to support UREC development of a rate negotiation position/recommendation for base contracting offices.
• Assist base Utility Engineers and base Contracting Officers (COs) with the review of utility bills and contracts to identify more appropriate or favorable terms when replacing expiring contracts. Historically, 20-30 rate issue reviews are conducted per year.

Experience/Education:

• 3-10 years of facility energy management, utility rate management or utility contract management as described below, and a BA/BS or MA/MS degree.
• Proficiency in computer skills to work and maintain SharePoint, websites, input data and perform utility rate analysis support using computer software such as Microsoft Office, Adobe Acrobat Professional.
• Excellent customer service skills such as knowledge of product (Air Force Civil Engineering), patience, attentiveness, clear communication skills, time management, and ability to use positive language to interact with customers on behalf of an organization.
• Microsoft Office Suite, written and verbal skills; ability to research, analyze data/trends, and present findings at the executive level.
• It is preferred to have experience with, but must have the ability to develop understanding and experience in the following:
  • Utility Rate Management
  • Utility State and Federal Regulations
  • FAR Utility Contracting Standards
  • Western Area Power Administration (WAPA) hydropower allocations
  • VPN connection software
  • DoD and AF financial management processes, procedures, and regulations

Certifications:

• Certified Energy Manager (CEM) preferred

Clearance:

• Must be a US Citizen and an Active Secret Clearance.
• Maintain applicable security clearance(s) at the level required by the client and/or applicable certification(s) as requested by FEDITC and/or required by FEDITC’S Client(s)/Customer(s)/Prime contractor(s).
