Federal Bureau of Investigation (FBI) is Hiring a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST Near Quantico, VA

Position: Supervisory Management and Program Analyst, GS-14

Division: Laboratory Division

Unit: Biometrics Analysis Section (BSAS) Combined DNA Index System (CODIS) Unit

Location: Quantico, VA

Working Hours: 8:00am-4:30pm (Flexible)

Salary: GS-14 $139,395.00-$181,216.00

Full Performance level: GS-14

Number of Positions Available: 1

Duration: Full Time/Permanent

Key Requirements

  • Must be a U.S. citizen.
  • Must be able to obtain a Top Secret clearance.
  • As a condition of employment, DNA samples are required from all FBI personnel who interact with evidence or federal DNA database samples in Laboratory Division (LD) space or whose work requires them to enter LD examination areas where evidence or DNA database samples are processed or examined as part of the quality control process to detect sample/evidence contamination, in accordance with the Genetic Information Nondiscrimination Act of 2008 (GINA), 75 Federal Register (FR) 68932; 29 C.F.R. 1635.8(b)(6).

Major Duties

  • Responsible for supervising the BAS Business Office that is responsible for all of the procurement, contracting, budget execution tracking and spend plan formulation for the BAS.
  • Prepare extensive reports on management initiative and program operations. Conduct or lead studies and perform analytical and evaluative work associated with Division programs.
  • Coordinate and facilitate processing of all administrative issues to include staffing, work years, organization design, budget formulation and execution, procurement, contracting, auditing, inventory management, office services support and training.
  • Receive and resolve a variety of complex employee matters and or complaints not reconciled at lower levels. Perform full range of supervisory duties.
  • Prepare and present briefings to Division and other FBI management related to unit activities as required.
  • Maintain effective and ongoing liaison with FBIHQ and representatives of a host of federal and private industry entities.
  • Serve as the Contracting Officer's Representative (COR) on a variety of Section, Unit, and Division level contracts.

Specialized Experience (SE):

GS-14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows:

  • Experience planning, scheduling, and completing analyses and evaluations.
  • Experience managing projects to assess the effectiveness of management and/or program operations.
  • Experience analyzing and evaluating the effectiveness of program operations in meeting established goals and objectives.
  • Experience researching and investigating new or improved business and management practices for application to agency programs or operations.
  • Experience developing budget estimates, enhancement requests, justifications, and preparing fiscal year spend plans.
  • Experience performing highly complex cost analysis to include comparing the appropriation, financial plan execution, and the actual expenditures in order to identify and explain significant budget variances.
  • Experience coordinating short- and long-range planning which includes budget analysis, strategic planning, automation, and/or personnel resources.
  • Experience serving as a COR on a variety of both simple and complex contracts.
