Position: Child Exploitation Notification Program Coordinator, GS-0301-13/14

Division: Victim Services Division

Unit: Child Victim Services Unit

Location: Washington, D.C.

Working Hours:

Salary: GS-13 $112,015.00-$145,617.00 GS-14 $132,368.00-$172,075.00

Full Performance level: GS-14

Number of Positions Available: 1

Duration: Full Time/Permanent

The FBI will consider a recruitment incentive of $7500, if eligible, on a case-by-case basis. This incentive will require a signed service agreement to remain in the location/position for one year.

Major Duties:

  • The Child Exploitation Notification Program (CENP) serves as the central repository for information on identified victims of child pornography.
    Manages and evaluates victim data across multiple organizations within numerous platforms, to include the CENP Tracking System, FBI Sentinel, and the USDOJ Victim Notification System (VNS).
  • The incumbent will work in conjunction with FBI and DOJ victim notification counterparts to support global entity management in the USDOJ VNS, ensuring record changes are applied uniformly across the system.
  • Plans, develops, and participates in numerous special projects to refine existing processes and expand upon current capabilities for improved collaboration to better serve victims.
  • Develops and provides internal/external training to both government and non-government partners on behalf of the FBI as a subject matter expert in child pornography notifications.
  • Serves as the authoritative source for guidance, best practices, policy, program brochures, internal and external website content, template documents, and other resource materials.

In Addition to the above

GS 14

  • Oversees the CENP, which generates thousands of reports to federal agencies annually, driving actions at the investigative, prosecution and incarceration levels of the criminal justice system and providing instruction and guidance to multiple federal agencies nationwide.
  • This requires the incumbent to be an expert advisor and consultant, providing oversight and advice to executives, managers, and operational personnel across multiple agencies by performing functions which include a broad range of planning, independent research, analysis, and program management functions addressing the most complex issues.

Specialized Experience (SE):

GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:

  • Knowledge of FBI organizational principles, policies, procedures, processes, program goals and objectives, as well as comprehensive understanding of all Federal regulations and guidelines to develop and implement short and long range planning initiatives regarding federal crime victims' rights and services as required by law.
  • Analytical ability sufficient to conduct studies aimed at determining CENP needs across the country, and suggest solutions within the FBI, as well as within other federal, state, and local entities, and notification to legislative entities.
  • Skill in establishing and maintaining effective working relationships with a wide range of individuals, including law enforcement, to effectively represent the FBI.
  • Ability to communicate verbally and in writing in order to compose reports, respond to requests, prepare policy directives, and to prepare and present training material.

In Addition to the above

GS-14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows:

  • Analytical expertise to implement, monitor and oversee complex analyses, utilizing APEX, Sentinel, VNS and other systems, to best determine CENP needs across the country, and suggest solutions within the FBI, as well as within other federal, state, and local entities, and legislative entities.
