Under general supervision of the HUD Grant Administrator, the HUD Program Manager assists in the administration of HUD regulations, programs, policies, and strategies relating to HUD grant distribution while maintaining ties to the 5-year consolidated plan, annual action plan, and other city community development strategies. The HUD Program Manager aids in the coordination and administration of the work program. Incumbents perform complex analytical work through the identification, collection and interpretation of data used to prepare agreements, reports, contracts, and plans, along with other technical work in the Community Development Division.
Scope of Responsibility:
The HUD Program Manager assists in the development and management of numerous programs in accordance with federal, state, and local regulations while maintaining consistency with City goals and objectives. Incumbents perform all aspects of project management including planning, coordinating, organizing, and administering federal funds for the implementation of local projects and programs.
The job requires graduation from an accredited college or university with a bachelor’s degree; and four or more years of municipal planning experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Five years of previous experience with HUD Administration will be considered in lieu of the posted education requirements. A driver’s license or other evidence of mobility is required.

Most work is performed in a normal office environment; on occasion, work is performed in the field. The noise level in the work environment is usually quiet in the office and moderate in the field. Daily work often involves moving between buildings and rooms. Occasional driving is required to attend meetings and perform site visits and site analysis. The job may involve dealing with and calming individuals who are emotionally charged over an issue. There is considerable attention to detail and deadlines. Some evening meetings required.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
