ESSENTIAL FUNCTIONS:
The Lead Program Accountant - CCBHC will oversee the accounting and administration of FSRI’s Certified Community Behavioral Health Clinic (CCBHC) program. The CCBHC program ensures that the clients FSRI serves receive the highest quality of care available, incorporating proven, effective treatment for substance use and mental health disorders. FSRI is a collaborative working environment, and this position will work closely with program leads and Development, playing a critical part in achieving and maintaining program goals, including funding. The Lead Program Accountant - CCBHC is an important member of Finance who will also perform general accounting functions and support the annual audit and budget processes.

SPECIFIC DUTIES/RESPONSIBILITIES:

  • Direct CCBHC’s financial and administrative performance.
  • Perform grant-related pre- and post-award functions.
      • Work closely with program leads and Development to create grant/contract budgets.
      • Evaluate new awards to classify in accordance with GAAP/FASB requirements and maintain awards tracking.
      • Prepare/manage grant/contract billings and financial reports for donors in accordance with award stipulations (frequency, format, etc.).
      • Monitor financial performance for grants/contracts to ensure funds are used in a timely and proper manner; this includes preparation of accurate and timely budget-to-actual tracking reports. Disseminate reports to program staff to keep them abreast of results.
      • Prepare/manage budget revisions and other award revision requests when required.
      • Close out awards.
  • Create and maintain an adequate electronic filing system for awards, including budget, award agreement, invoices, payment receipts, financial reports, grant reconciliations, and other pertinent documentation and correspondence, such as no cost extensions and budget revisions.
  • Review purchase requests/invoices and provide account codes, when appropriate, for proper accounting.
  • Oversee third party billing for CCBHC, including liaising with internal billing staff, external billing vendor, and program staff as needed to ensure accuracy and resolve issues.
  • Analyze CCBHC accounting activity monthly to ensure revenues, expenses, accounts receivable, and deferred/restricted revenues are recorded properly.
  • Create and maintain tracking for CCBHC staff labor allocations.
  • Be the inhouse expert on financial and administrative regulations and requirements for CCBHC to maintain compliance.
    • Ensure FSRI is adherent to applicable regulations and requirements, as per federal, state, local, other donors, and third party payors.
    • Maintain up-to-date knowledge through independent research, trainings, or other methods.
    • Participate in meetings with various stakeholders.
    • Identify risks and opportunities for the program.
    • Update policies and procedures as needed to remain compliant.
    • Communicate regulations and requirements to applicable staff.
  • Serve as primary liaison between Finance and program staff.
  • Coordinate financial and contractual arrangements with CCBHC subcontractors/partners.
  • Address emerging tasks and issues from internal and external stakeholders.
  • Serve as key member of Finance.
      • Manage other programs that may be assigned to portfolio.
      • Support the annual audit, other audits, and regulatory filings.
      • Support the fiscal year budget preparation and implementation.
      • Participate and/or lead ad hoc special projects/assignments.
      • Provide coverage for other Finance staff during their absences. Coordinate vacation and other leave to ensure continuous staffing by Accountants/Senior Accountants within the Finance team.


QUALIFICATIONS
:

  • A genuine commitment to Family Service of Rhode Island’s mission.
  • Knowledge of automated accounting systems, preferably Great Plains.
  • Experience in financial analysis, financial management, and not-for-profit accounting.
  • Proficiency in Excel, Word, and Outlook-advanced MS Excel user strongly preferred and software related to electronic billing, budgeting, and management information systems is a plus.
  • Ability to manage pre- and post-award financial functions for complex grants from multiple sources (federal, state, local and others).
  • Experience with third party billing and Prospective Payment Systems (PPS) highly desired.
  • Exceptional ability to manage multiple projects and deadlines with a sense of urgency when appropriate.
  • Ability to think critically, apply independent judgment, and work with little supervision.
  • Ability to adapt GAAP, FASB, and other federal, state, and local regulations and requirements to FSRI financial information; ability to keep abreast of accounting pronouncements and industry best practices with respect to revenue recognition and grants/contracts financial reporting for not-for-profits and other regulations and requirements, such as CFRs.
  • Ability to communicate (both in writing and orally) in a clear, diplomatic, friendly, effective manner.
  • Keen attention to detail and strong degree of accuracy.
  • Flexible mindset, with the ability to pivot as priorities change.
  • Tremendous integrity and dedication to diversity, equity, and inclusion.
  • Bachelor’s Degree in Accounting, Finance, or related degree; OR an equivalent combination of education and experience.
