Position Description
Title: Clinical Outreach Manager
Department: Clinic
Status: Non-Exempt/ Part-Timewith Opportunity for Full-Time work
Responsible To: Director of Clinical Services
Starting Salary: $35.25 per hour
At Family & Children’s Service of Ithaca (F&CS), we are committed to providing high quality, equitable, and inclusive mental health services to community members of all life stages. We are seeking a Clinical Outreach Manager to develop, oversee, and provide the clinically informed outreach, consultation, and education services in Tompkins County. Current grant funding is for projects serving the 0-5 and Older Adult populations as well as those who care for them. This is a grant-funded role and the continuation of the role will be dependent on the maintenance of funding. F&CS has had these current grants funded for over 10 years and anticipates that the funding will remain relatively stable.
Responsibilities
· Conduct a needs assessment of our community in order to determine how best to use these grant funded services of clinically informed outreach, consultation, and education to best contribute to the mental health needs of our 0-5 children and out older adult population.
· Develop a set of clinically informed outreach, consultation, and education services that match the grant funding, the resources allocated, and the needs of our community, including strategies to monitor performance and impact through these services.
· Prepare quarterly and annual reports on service delivery to demonstrate how grant funding has been spent as well as how it is accomplishing the goals of the program.
· Collaborate externally with community agencies to ensure that information related to program services is disseminated to relevant parties and that services continue to be influenced by what the community is needing for these populations.
· Collaborate internally with F&CS staff regarding cross-program referrals, sharing knowledge across staff serving similar populations, and connecting through various meetings and/or trainings to ensure that these programs are not isolated, but have integrations across the organization.
· Directly provide the services of outreach, consultation, and education services to children, older adults, those who care for them, and other related stakeholders.
· Maintain boundaries between services provided under this program and clinical services, and reinforce with all stakeholders the difference. This is not a clinical diagnostic or treatment service and is not covered under HIPAA, is not billable to insurance, etc.
· Create and maintain a records system for documentation of all services provided under this program.
· Supervise part-time Consultants within the program who will assist with providing direct services including outreach, consultation, and education.
· Keep up with professional developments in the field in order to keep knowledge base current with changes in understanding of the needs children ages 0-5, older adults, and those who care for them.
Required Qualifications
· Master’s degree in a mental health discipline (license to practice not necessary).
· Demonstrated professional experience across the lifespan.
· Proficiency in formal and informal presentations delivering content designed to raise awareness, knowledge, and skills.
· Clear understanding of the systems at play in the lives of children and older adults, including how these the cultural identities of the children and their caregivers.
· Demonstrated success in program design, implementation, monitoring, and reporting.
· Minimum ability to work at least 20 hours per week dedicated to the role.
Additional Preferred Qualifications
· Experience with managing grant funded programs including working knowledge of Consolidated Fiscal Reporting (CFR) regulations.
· Supervisory experience.
· Prior work experience in a clinical capacity with children and older adults.
· Experience working with people for whom English is not their first language and may have limited proficiency.
Additional Opportunities
Applicants who hold a clinical license to practice may also be able to provide billable therapy hours within F&CS’ NYS OMH licensed outpatient mental health clinic above and beyond the hours required to manage the clinical outreach program. Rate of pay may be different for billable therapy hours than for work under this position.
