POSITION SUPERVISED: Commercial Appraiser

BASIC FUNCTION:

Under general supervision, perform highly technical research-oriented mass appraisal work in the valuation of property with a focus on development and testing of statistical models within industry standards for computer aided mass appraisal. Provide statistical analysis data on an ongoing and annual basis. Independently appraise difficult specialty and complex real property Independently perform full value statutory appraisals of commercial multi-family and industrial properties that typically include multi-million-dollar complexes using mass appraisal techniques and computer aided mass appraisal systems within the Fairbanks North Star Borough.

TYPICAL DUTIES:

1. Independently appraise difficult and complex real property requiring considerable judgment and technical ability.

2. Apply valuation estimates in a fair and equitable manner consistent with State law and Borough codes on an annual basis.

3. Provide clear, concise explanations both orally and in writing of difficult and complex appraisals when appropriate, while maintaining detailed records.

4. Resolve unusual problems in determining highest and best use of the property, economic conditions of the area, other factors related to the appraisal of projects.

5. Testify at the Board of Equalization proceedings and in court if necessary, as to the validity and justification of valuation process and conclusions.

6. Analyze sales or real property to determine market trends; develops accurate appraisal methods and procedures.

7. Develop necessary cost, market, income, and rate tables used by the entire appraisal section to arrive at market value assessments.

8. Provide statistical analysis data. Develop market cost statistical models; implement and test statistical models.

9. Make field market inquiries and sales data verifications including, sales data letter review, sales surveys, and cost research.

10. Establish benchmarks and adjustments using advanced market modeling and statistical techniques including but not limited to ratio studies, paried sales, and regression analysis.

MINIMUM QUALIFICATIONS:

1. Bachelor's degree from an accredited college or university with major work in real estate, business administration, or economics preferred. Six (6) years of professional experience in appraising real property.

2. Must be currently Certified as an ACAA Level III appraiser or possess sufficient education and experience to acquire that certification during the first six (6) months of employment. A general real estate appraiser certificate with the State of Alaska or a state with reciprocity is preferred, as is designation from one of the members of the appraisal foundation. (Copies of certification Must be submitted at the time of application).

3. Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST)

KNOWLEDGE, SKILLS, AND ABILITIES

1. Demonstrated ability to perform difficult and complex real property appraisal work and prepare appraisal reports covering large and high value properties within the statutory framework and the requirements of the Uniform Standards of Professional Appraisal Practice.

2. Demonstrated knowledge of principles, techniques and practices of real property valuation and appraisal.

3. Demonstrated ability to read and comprehend appraisal manuals, legal descriptions, maps, zoning regulations, building plans and specifications including tax returns and income/expense information.

4. Ability to meet the public and represent the Borough in a professional and ethical manner and express oneself effectively, both orally and in writing.

5. Demonstrated ability to work independently, perform highly accurate work, and write clear and accurate reports and correspondence.

6. Demonstrated ability to conduct investigative research, interpret data and apply statistical techniques to property appraisal.

7. Strong working knowledge of statistical analysis, with an above average mathematical aptitude, including the knowledge to perform regression studies.

8. Demonstrated ability to operate a personal computer and computerize spreadsheets and databases and geographic information systems.

9. Demonstrated knowledge of current land development and building construction methods; real estate practices, real property tax laws and related rules and regulations.

OTHER

1. AN APPRAISAL TEST MAY BE ADMINSTERED TO ALL QUALIFIED CANDIDATES.

2. This position requires a criminal background check.

JOB RESPONSIBILITY:

APEA supervision of up to 2 positions; experiences minor problems daily and occasional major ones that must be resolved with virtually no supervision; must use own initiative and ingenuity in handling most problems; consequences of error, carelessness or mistaken judgment require serious effort to recover or error may not be recoverable.

WORK ENVIRONMENT:

General office where conditions are pleasant; while in the field, there is major accident/hazard risk and disagreeable conditions on a somewhat continuous basis; requires short periods of light lifting, pushing or pulling (1-50 lbs).
