Executive Office for U.S. Attorneys and the Office of the U.S. Attorneys is Hiring an Auditor Near Baltimore, MD

The United States Attorney's Office for the District of Maryland's (USAO-MD) mission is to enforce and defend the laws of the United States of America through the prosecution of criminal cases brought by the Federal government; the prosecution and defense of civil cases in which the United States is a party; and the collection of debts owed to the Federal government that are administratively uncollectible.

Qualifications:

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required basic requirement and specialized experience for the respective grade level in which you are applying:

BASIC QUALIFICATIONS:
A. You have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting, auditing; or a bachelor's or higher degree that included auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (You must submit transcripts.)
--OR--
B. You have a combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

Your background must also include one of the following:
1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2) A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. To qualify at the GS-12 level, you must possess:

Specialized Experience: At least one year of specialized experience equivalent to the GS-11 level in the Federal service performing (obtained in either the public or private sectors) (3) out of (4) duties listed below:
1. Applying accounting and auditing practices to support fraud investigations;

2. Resolving audit and/or accounting problems affecting compliance with laws or regulations;

3. Developing strategies that support fraud investigations;

4. Gathering and summarizing audit review results to prepare audit reports.

To qualify at the GS-13 level, you must possess:
Specialized Experience:
At least one year of specialized experience equivalent to the GS-12 level in the Federal service performing (obtained in either the public or private sectors) (3) out of (4) duties listed below:

1. Conducting public financial accounting examination of accounting and financial records in fraud investigations;

2. Analyzing accounting data in financial investigations to identify suspected fraud in organizational dealings;

3. Performing auditing and financial analysis in areas of finance such as healthcare, government contracting public finance, securities, investments and/or banking;

4. Auditing and/or analyzing the financial operations of an organizations, individuals and/or corporations.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12is required to meet the time-in-grade requirements for the GS-13 level.
  • You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases).

Responsibilities:

If selected for this position, you will join a well-respected team that is responsible for providing Auditor support in the U.S. Attorney's Office, District of Maryland, located in Baltimore, Maryland. The Auditor's duties will include providing auditing and accounting services in affirmative fraud matters involving complicated financial and billing transactions, including health care fraud, grant fraud, government contractor fraud, and affirmative civil enforcement investigations.

Cases and/or investigations involve extensive problem definition, planning, and coordination with Assistant United States Attorneys (AUSAs); analyzing and auditing a large variety of accounting systems; data sets and reconstructing partial or inadequate records of financial institutions contractors, health care providers and other entities.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

Typical work assignments will include:
  • Independently conducts audit and financial fraud investigations, typically involving one or more violators with extensive business operations, activities and transactions.
  • Effects financial accounting examination of the books, records, computer tapes, data processing material, and activities of government contractors or of other persons. In the absence of records, obtains detailed financial information from other sources to include interview of business associates, firm employees, and competitors in order to support fraud investigations.
  • Reconstructs partial or inadequate records to the extent necessary for the purpose of investigation.
  • Obtains evidence through the interrogation of a large number of employees, business people, and other persons throughout the area who have knowledge of the operations.
