The State Program Manager will assist the Commissioner, General Counsel & Chief of Staff, and Division Directors by managing strategic planning efforts, innovative initiatives, and special projects.

POSITION HIGHLIGHTS

ABOUT THE ROLE

The successful candidate will assist with a wide variety of new initiatives, programs, and special projects. The duties for this role may include, but are not limited to:
  • Researching emerging issues in the financial services and consumer credit industries
  • Identifying Department training and resource needs
  • Organizing new training initiatives and opportunities
  • Recommending alternatives for action to the Commissioner, General Counsel & Chief of Staff, and Division Directors
  • Drafting memorandum and planning documents regarding initiatives, goals, and objectives
  • Facilitating communication and coordination with internal stakeholders regarding Department-wide initiatives
  • Interacting with external stakeholders, including other state agencies, regarding Department initiatives
  • Onboarding, training, and implementing new hires and positions
  • Prepare and make presentations
  • Monitoring and evaluating programs and initiatives
  • Performing all other assigned duties and responsibilities
WHO WE ARE

The Connecticut Department of Banking is the primary state regulator for state-chartered banks and credit unions, securities, and consumer credit. Its mission is to protect users of financial services from unlawful or improper practices by ensuring regulated entities and individuals adhere to state banking, consumer credit and securities laws. The Department accomplishes this through regular, thorough, and cost-effective examinations of the entities it supervises. The Department also engages the public and other stakeholders through a variety of media platforms, educational outreach initiatives, and press communications.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for planning, organizing and directing an agency program and/or project or directing the development and administration of programs within a division.
SUPERVISION RECEIVED
Receives administrative direction from an administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff as assigned.
EXAMPLES OF DUTIES
  • Directs staff and/or operations of an agency program and/or project or division;
  • Coordinates, plans and manages program and/or project activities;
  • Formulates goals and objectives;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in the specific area of assignment.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
  • Experience managing projects including implementing new initiatives for an organization
  • Experience with strategic planning and implementing change for an organization
  • Experience drafting documents including training procedures for an organization
  • Experience within the financial services or consumer credit industries, or government agency
