This is a full-time, overtime exempt position on the Olympia Campus of The Evergreen State College. This position is an "at-will" appointment, exempt from Washington State Civil Service rules and the Fair Labor Standards Act overtime requirements.
Position Purpose
This position works with the Assistant Dean of Students to provide vision, leadership, and direction in administering the Code of Student Rights and Responsibilities and supporting the management of the student rights and responsibilities program at The Evergreen State College (Evergreen). The position provides implementation and assessment of the Code of Student Rights and Responsibilities for the Office of Student Rights and Responsibilities to advance Evergreen's mission and goals and coordinating efforts within the unit and with others through the development of effective communication and positive working relationships.
The position is responsible for strategic planning of Office of Student Rights and Responsibilities resources, programs, and processes, overall direction, leadership, and oversight of a team of college employees who serve as investigators and adjudicators, and managing an operating budget in conjunction with the Assistant Dean of Students.
Nature and Scope
This position reports to the Assistant Dean of Students and serves as a member of the Student Engagement, Equity, and Support (SEES) leadership team. The position exists primarily to provide leadership and guidance for the educational purpose and administration of Evergreen's Code of Student Rights and Responsibilities (Code), serves as the Senior Student Conduct Official as defined by WAC 174-123, ensures the rights of students through managing and ensuring timely due process and appropriate resolution of allegations of Code violations, and understanding and managing the intersections between SRR, Campus Assessment, Response, and Evaluation Team (CARE), Title IX, and other avenues of reporting. This includes conducting and/or supervising investigations, including discrimination, sexual misconduct, and Title IX related cases; ensuring due process in all cases; proposing/determining/reviewing corrective action, as appropriate; and managing the development and retention of accurate and comprehensive investigation reports and student conduct records.
This position is responsible for ensuring communication broadly regarding the purpose and purview of the Code; the adjudication of complaints as appropriate; investigating reports of retaliation against individuals who file complaints; documenting findings of investigations; interpreting state and federal laws as they relate to cases and policies; maintaining records regarding the experience of the institution in matters related to complaints; making recommendations and outcomes for resolutions; developing and/or supervising the delivery of training to the Evergreen community; training and mentoring Conduct Officials; and referring community members to available college resources.
The incumbent serves as a collaborative partner with Academic Deans, faculty, and staff in building knowledge and competencies to support collaborative learning communities and address behavior on campus and in academic programs which may violate the Code.
This position needs to demonstrate a range of competencies as articulated by the ASCA Knowledge Skills (www.theasca.org/knowledgeskills) in order to contribute effectively to Evergreen's broad goal of intentionally enhancing the quality of learning and student experience at the college. A demonstrated understanding and integration of the import of globalism, environmental, and fiscal sustainability, as well as collaboration across college stakeholders to co-create seamless learning experiences is necessary while demonstrating intermediate competency in the following areas: Personal and Ethical Foundations; Values, Philosophy, and History; Assessment, Evaluation and Research; Law, Policy and Governance; Organizational and Human Resources; Advising and Supporting; Leadership; Equity, Inclusion, and Cultural Humility; Student Learning and Development; and Technology.
Essential Functions
Administrative
  • Manage the daily operations of the Office of Student Rights and Responsibilities (SRR) through interpreting, implementing, and disseminating college policies and state and federal regulations, such as FERPA, Washington Administrative Code, and ethical best practices as identified by the Association for Student Conduct Administration (ASCA) and Council for the Advancement of Standards in Higher Education (CAS) standards.
  • Coordinate the implementation of procedures for student conduct records management, as well as reporting relevant data to appropriate constituents, including responsibility to maintain the student conduct database, Symplicity's Advocate, including data related to Clery and Title IX.
  • Serve as a leader in the campus CARE Team and work closely with colleagues to identify at-risk students and develop appropriate intervention strategies and their implementation; support students involved in conduct and/or CARE Team processes and follow up with reported students as appropriate.
  • Work with the Assistant Dean of Students to assist in coordinating the procedural advising program, including recruitment and training of procedural advisors on campus.
  • Work collaboratively with Residential Life staff to ensure administration of the Code for appropriate cases occurring in the residential facilities/involving residential students.
  • Ensure effective administration of the Code and stewardship of the SRR program by providing training, coordination, and evaluation input of the Resident Directors' conduct responsibilities, and other named Conduct Officials, in partnership with their immediate supervisor.
  • In partnership with the Assistant Dean of Students, help coordinate and manage the work of administrative support staff; delegate SRR administrative duties, such as record retention.
  • While maintaining required privacy and confidentiality, respond to inquiries from parents, family members, students, and college staff as allowable by FERPA.
  • Serve on task forces, committees, and other leadership groups as necessary to represent the SRR and the SEES division.
  • Lead and attend case management meetings, including Threat Assessment and Behavioral Intervention, as needed, to coordinate process, support, and follow through for significant incidents with appropriate College officials; serve as the lead in creating Behavioral Agreements, conducting Educational Conversations, and managing mediation as necessary.
  • Serve as a Title IX Investigator as applicable and/or assist in Title IX processes, including the potential to serve as Deputy Title IX Coordinator, Support Person, and coordinate Supportive Measures as allowable within Title IX.
  • Remain current in legal issues, professional literature, and best practice related to student conduct and conflict resolution.
  • Create and implement preventative education efforts, partnering with departments across campus.
  • Perform other duties as assigned.
Student Conduct
  • Serve as a Conduct Official by reviewing all reports of alleged student misconduct and taking appropriate action in a timely manner as outlined in the Code, including conducting or delegating investigations, analyzing misconduct allegations, dismissing allegations or identifying specific charges, ensuring due process and adjudicating viable reports, and developing early intervention and educational sanctions when students are found responsible for violating the Code.
  • Direct and maintain the educational purpose of the SRR program by ensuring clarity of purpose and purview, establishing consistent communication about the office and the program, and analyzing and utilizing resources to promote Evergreen's community values and accountability.
  • Ensure the college's compliance with federal and state laws at the intersection of the Code.
  • Advise students on their rights and responsibilities and serve as a resource for students separated/suspended from the institution when appropriate.
  • Serve as a collaborative partner with campus constituents, including Academic Deans, Police Services, CARE Team, Residential and Dining Services, faculty, and staff based on best practices in responding to alleged student misconduct, as well as the process and procedures provided by the Code.
  • Recommend and/or lead the development of new policies and practices, including revisions to Code, as appropriate.
  • Develop and provide leadership for training programs related to the Code, investigations, adjudication of complaints, internal policy development, and behavior management working collaboratively with other divisions of the college.
  • Mitigate institutional risk, identify appropriate issues, and seek direct consultation with the college's legal counsel.
  • Manage and coordinate processes for ensuring student compliance with sanctions and ensure awareness of available support services.
  • Assist with the recruitment, training, and advising of Student Conduct Appeal Panel members to include students, faculty, and staff.
  • Ensure the Assistant Dean of Students is regularly apprised of the status of the administration of the Code and significant student conduct cases; advise and collaborate as needed with the Assistant Dean of Students.
  • Manage efforts to develop, disseminate, interpret, and enforce the Code and campus regulations and develop educational messaging designed to promote the College's student conduct standards.
  • Lead the development, coordination, and implementation of programs designed to reduce the number of student conduct violations and enable staff, faculty, and students to effectively respond to incidents or issues which disrupt or threaten to disrupt the learning process or environment.
  • Collect information and examine, analyze, and interpret trends, events, and data related to student conduct and retention.
  • Create reports for the larger campus and the Board of Trustees on a quarterly basis related to numbers of conduct cases, larger trends, and priorities of the office.
Other Duties
  • Support the on-duty Residential Life staff member by serving on the Backup on Call rotation as an after-office hours resource in crisis/emergency situations; make decisions in emergency situations affecting the health and welfare of student residents.
  • Attend trainings related to Title IX, discrimination, or other investigations and stay up-to-date on compliance needs for the campus.
  • Serve as a lead in the Campus CARE Team, including managing incoming CARE Reports, communicating with reporting parties, and providing outreach to reported students.
  • Serve as a Title IX Deputy Coordinator and assist in compliance efforts of Title IX for the campus.
  • Create documents, promotional materials, handouts, and written internal procedures for the office and SRR and Title IX processes.
  • Recruit, hire, and supervise student employees, interns, or other volunteers for the office as applicable.

  • Ability to engage collaboratively with faculty, staff, students, families, support systems, senior administrators, alumni, and other college and community constituents in support of holistic student development.
  • Ability to conduct objective investigations of alleged student misconduct including discrimination, Violence Against Women Act (VAWA), and Title IX related allegations.
  • Skill in providing educational sanctioning to college students who have violated college policy.
  • Ability to structure, collect, analyze, and use assessment data to evaluate programs and initiatives, identify areas for development, and enact needed refinements in consultation with campus and external partners.

Minimum Qualifications
  • Master's degree in student personnel, student affairs, higher education, counseling, organizational behavior, policy/law, conflict transformation, or similar field.
  • Two years of employment experience in student conduct, residence life, student affairs, or related field.
  • Experience and/or training in the administration of a student conduct code and student misconduct investigations, including allegations related to discrimination, sexual misconduct, and Title IX.
  • Experience in dispute and conflict resolution.
Desired Qualifications
  • Five years of progressively responsible experience in student conduct in higher education.
  • Experience in serving as lead investigator for cases related to discrimination, Title IX, or sexual misconduct.
  • Certification and/or training in civil rights and/or Title IX investigation.
Conditions of Employment
