Position Description:

The Incentive Payment & Compliance Manager is responsible for overseeing incentive and payment processing for utility-sponsored energy efficiency programs. This role involves coordinating with various internal teams and external vendors to execute incentive strategies in a timely and accurate manner.

Key Responsibilities:

Reporting to the Director of Finance, you will manage four key areas of responsibility:

  1. Incentive Fulfillment:

Responsible for ensuring that all payments approved by operations teams are paid accurately and within contracted timelines.

  • Serve as the finance team’s interface with the operations teams. Partner with operations teams to resolve payment issues. Provide training to operations teams on payment processes, procedures, governance and payment risks.
  • Manage the relationship with outsourced payment processing vendors while evaluating new products and services that increase efficiency and customer satisfaction with Evergreen’s incentive fulfillment function.
  • In partnership with the Director of Finance, support the daily money movement processes with oversight of ACH and wire processing, reconcile incentive settlements and complete exception processing for incentive payments.
  • Identify suspicious transactions.
  1. Regulatory Compliance:

Responsible for ensuring that payments comply with federal and state regulations.

  • W9/1099 management for all incentives
  • TIN matching
  • Lead escheatment responsibilities in alignment with state regulations.
  • In partnership with the operations teams, ensure all outstanding payments reach their intended recipients.
  1. Financial Compliance:

Support the development, refinement and execution of financial control plans in partnership with Evergreen management.

  • Support Evergreen’s SOC I certifications and compliance systems.
  • Support Evergreen's annual financial review in relation to incentive programs, policies, procedures, and data security assessments. Manage the action items resolution process to completion.
  1. Reporting and Reconciliation:

Responsible for reconciling payments approved by program teams.

  • Provide weekly and monthly payment/banking reconciliations.
  • Provide reconciliation between the operations teams’ databases and finance’s system.
  • Client invoice support, including payment reconciliation.

Qualifications:

  • Minimum 6 years’ experience in accounting, payment acceptance and processing.
  • Bachelor’s degree in business management or finance or relevant experience required.
  • Must be receptive to feedback, willing to learn and embrace continuous improvement.
  • Must take ownership of the work, self-initiate and follow through. This requires planning ahead, managing time well, and being available and accessible to provide solutions.
  • Demonstrable decision-making/problem-solving skills.

Required Areas of Experience:

Accounting

  • Examining bank statements and reconciling them with general ledger entries.
  • Managing incoming payments from accounts receivable and outgoing payments from accounts payable.
  • Creating financial reports.
  • Strong understanding of software tools such as Microsoft Excel, Salesforce or equivalent databases, electronic data interchange methods and financial core deposit systems.

Financial Industry

Knowledge of banking industry regulations and operational best practices.

  • Knowledge of the U.S. payment systems and payment clearing processes, as well as an understanding of best practices for risk mitigation.
  • Strong understanding of business-to-consumer (B2C) and business-to-business (B2B) payment processes and platforms, including check, ACH, digital wallets (Zelle, Cash App, Venmo, PayPal), pay-to-card, and pre-paid credit cards.
  • Extensive knowledge of the payment processing industry, including authorization, settlement, funding, chargebacks, interchange, card association rules/regulations, EMV, tokenization, encryption, PCI, digital e-commerce payments, fraud, escheatment and current industry trends/challenges.

Controls

  • Knowledge of fraud mitigation systems and industry tools.
  • Experience with financial controls standards such as SSAE 16, Payment Card Industry Data Security Standard (PCI DSS), and training around the proper handling of personally identifiable information and nonpublic personal information.
