Job Summary/Basic Function:
The Director is responsible for developing and overseeing the College's programs for safety, security, emergency management and parking/transit. They provide strategic and entrepreneurial leadership to ensure the College's Department of Campus Safety and Emergency Management serves the Campus exceptionally. The Director supervises the Assistant Director of Campus Security and the Assistant Director of Emergency Management & Health/Safety, along with security officers and part-time employees and students.
PERFORMANCE RESPONSIBILITIES:
  • Responsible for enforcement of the tobacco-use policy; campus security systems; parking and traffic regulations and policies; and overall campus safety and security programs
  • Develop and implement comprehensive safety programs, policies, and procedures
  • Ensure day-to-day security, public safety functions, and new initiatives are aligned with the College's Strategic Plan
  • Monitor fire and intrusion alarm systems for the college and off-campus sites; and training security employees to deal effectively with health and safety related situations
  • Coordinates with internal/external emergency response protocols and/or agencies
  • Develop and administer a training plan to all campus security officers and the campus safety staff
  • Analyze, makes decisions, and assumes responsibility for the security plan for assigned campuses on a 24 hour per day and seven day a week basis
  • Manage the office functions of the department related to budget, records, and reporting, including collecting and reporting campus crime statistics as required by the Campus Crime Awareness and Campus Security Act (Clery Act) of 1990
  • Work in collaboration with the Vice President of Human Resources and the Dean of Students regarding incidents of disruptive or abusive student conduct; serves as administrative representative to the Campus Health and Safety Committee and as the College liaison to local regional and state agencies for law enforcement, fire safety and disaster response
  • Develop and maintain excellent working relationships with students, faculty, staff and external customers/constituents
  • Provide prompt, professional and courteous response to citizen complaints and concerns and maintains confidentiality of records and other information required by law and/or professional judgment
  • Additional duties include investigation of incidents; working with Human Resources as requested; coordinating with policing agencies; event security; Transit & Commute Trip Reduction programs
  • Responsibility for the campus key shop and campus key security of the College Lead and manage of the Department of Campus Safety and Security, a 24/7/365 operation
  • Responsible for supervisory duties of all Security Officers and office staff, including recruitment, recommendation for hire, training, and performance evaluation
  • Complete a thorough department orientation for new hires
  • Assign employee work hours, job responsibilities, and specific job tasks to meet the needs of the College
  • Arrange for job-specific campus security training as appropriate
  • Create and maintain a job description for each employee
  • Complete performance evaluations annually, and on schedule
  • Assist employees in developing relevant and feasible professional development plans and goals
  • Provide performance/coaching counseling and discipline as necessary to maximize performance
  • Hire temporary employees within College policy and procedure
  • Adhere to all policy, law, and any applicable Collective Bargaining Agreement(s) regarding employee working conditions
  • Effectively manage employee relations within the department, including facilitation of conflict resolution and the handling of formal or informal grievances as necessary
  • Maintain a working knowledge of policy basics (overtime rules, leave policies, payroll procedures, etc.)
  • Provide clear and effective guidance on work priorities and workplace issues
Minimum Qualifications:
  • Bachelors degree Security Management, Emergency Management, Criminal Justice, Police Science, Public Administration, or related field
  • Five years of progressively responsible management experience, including supervision of staff and resources
  • Demonstrated ability to build relationships, network and work effectively with ethnically and culturally and socioeconomically diverse populations, community organizations and campus community
  • Demonstrated commitment to serving students across a diverse spectrum of backgrounds
Preferred Qualifications:
  • Masters degree in Security Management, Emergency Management, Criminal Justice, Police Science, Public Administration, or related field
  • Bilingual
  • Leadership and management skills sufficient to lead a staff operating on a 24/7 schedule
  • Campus security experience within Washington State Community College System
  • Skilled conflict management and resolution skills; team building
  • Experience with developing and updating processes and procedures for the college campus that align with the Colleges Strategic Plan

Work Hours: Typical work hours are 8 am - 5 pm Monday - Friday with occasional night and weekend hours.
