This class reviews and evaluates engineering plans, specifications, construction plans and/or all documents associated with engineering design systems for stormwater management for the issuance of approvals on commercial/residential site plans/residential subdivisions for stormwater management for compliance with the regulations and provisions of the Escambia County Land Development Code (LDC) and other State and/or Federal guidelines, including pre-application/preliminary plat/construction plans and final plat processes.
EXAMPLE OF DUTIES
Provides direct and indirect assistance to citizens, customers, stakeholders, engineers, developers, and contractors to aid and provide the necessary guidance for the submission of the applicable documents, from the beginning to the end, to comply with the necessary guidelines, procedures, and policies for stormwater management design compliance for the applicable projects
Reviews and evaluates all Geographic Information System (GIS) maps, including historical data, related to the stormwater management design system and its related infrastructure
Attends all the required meetings for the review of new stormwater management design systems, as well as those meetings to review existing stormwater management infrastructure
Works extensively with developers, engineer, contractors and County personnel in the design, review, evaluation, and inspection of stormwater management system for local projects and County’s own projects, in need of a stormwater management system, for compliance with all the local, state, and federal guidelines
Reviews and evaluates all post construction documents and as-built drawings to ensure adherence with all the applicable provisions for the stormwater management system as-built and designed
Reviews for compliance with the applicable flood plain management requirements as it relates to stormwater management systems
Reviews and evaluates engineered infrastructure construction plans and drawings for local projects to ensure compliance with all the requirements of the Land Development Code(LDC) of Escambia County
Participates with inspector in subdivision final site visits, ensuring all is built in accordance with approved drawings/calculations, and the LDC; performs development site visits on as-needed basis to observe issues, solve problems, provide recommendations, and performs existing site visits on as needed basis to observe issues and provide recommendations to solve problems that have occurred
Works with the County Engineering Department in addressing drainage complaints from citizens regarding previously permitted and built commercial/residential developments, including coordination with EOR/inspections to ensure follow-through on solutions, and, when necessary, provide written responses in a timely manner, working with the County Attorney’s Office and providing depositions for Environmental Code Enforcement/lawyer hearings
Handles phone calls and provides requested existing documentation to engineers and developers with questions and discussions about stormwater comments issued to the site during the permitting process and other issues that may arise, as well as from citizens and walk-in customers with general stormwater system questions for new developments/existing sites
Coordinates with other agencies (ECUA, WMD, FDEP, FDOT, etc.) during review of projects to ensure consistency in plans/update of all involved, and works with inspectors and EOR’s to correct problems that may arise in the field during construction of commercial/residential homes; coordinates with Northwest Florida Water Management District (NWFWMD) to ensure approved retention systems accepted and maintained by the County are kept in accordance with WMD permit conditions, including coordination with the County Road Department in issuing certifications to NWFWMD every 1 to 3 years for all County maintained stormwater systems permitted through the WMD
Answers questions from County staff, homebuilders, and citizens regarding stormwater requirements, lot grading plan issues, and questions
Provides new LDC recommendations for revisions; works with Municipal Services Benefit Unit (MSBU) program regarding new/existing stormwater systems; provides recommendations, and directions to the private stormwater system owners if they desire to dedicate systems to the County, providing all information on newly accepted County ponds/stormwater systems; and works with Geographic Information Systems (GIS) to provide information for GIS maps for new subdivisions
Performs other duties as assigned
TYPICAL QUALIFICATIONS
Minimum Qualification Requirements:
Training and Experience:
Bachelor's Degree in an engineering or engineering related field, and a minimum of three years of experience in civil engineering work, as it relates to site construction plan review or land development projects, including the capability to compile, interpret and critique stormwater calculations or a combination of education and experience equivalent to these requirements.
Licenses and Certifications:

Emergency Management Responsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties as assigned.
Physical Requirements:
Positions in this class typically require talking, hearing, seeing, finger and hand dexterity, and repetitive motions. Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. Incumbents may be subjected to fumes, dusts, extreme temperatures, intense noises and travel.
