ERFSC is Hiring a Clinical Director (FT) Near Washington, DC

GENERAL SUMMARY OR OVERALL PURPOSE:
  • The Clinical Director of Family and Youth Services Program provides leadership and guidance to staff.
  • The position develops and implements clinical programming across the department using evidenced-based practices and culturally appropriate approaches that are strengths based.
  • The Clinical Director is expected to facilitate supervision using a team-based philosophy and is a key member of the management team maximizing effectiveness and sustainability.
PRINCIPAL ACCOUNTABILITIES: 
  • Ensures that the mission and vision of the agency are carried out as it relates to programs; ensures the implementation of the agency’s strategic plan (program) and the HFTCC Practice Standards Manual.
  • Provides oversight of the warmline/211 program including supervision of the Community Responders.
  • The Clinical Director is also responsible for the oversight of the Parent Education and Support Program. Continually monitors the activities of the programs, grants, and contracts to ensure that the goals and objectives are met.
  • Develops cross program relationships and collaborations where appropriate.
  • Oversees the performance of services being provided to clients; provides clinical supervision; interacts and intervenes when necessary. 
  • Regularly meets with staff to review cases. Oversees all clinical staff. 
    Ensures that staff are adequately trained in the following areas: the use of strengths based model of work and dealing with families in crisis; the skills necessary to conduct family assessments and the knowledge necessary to help families move toward self-sufficiency; motivational interviewing; the use and understanding of the various databases designed to capture program activities; the HFTCC Practice Standards Manual and FDC model and other necessary information necessary for staff to understand to ensure program effectiveness and contractual deliverables.
  • Develops and implements a training plan and oversees requests for training.
  • Ensures staff are oriented and trained in all necessary areas including policies and procedures, community resources, practice standards, compliance, and other related areas which enhance their understanding and effectiveness in implementing program services. Identify staff strengths and deficiencies and develop a plan with employees towards improvement. 
  • Oversees the Performance Management Process for Family Services team and direct reports.
  • Responsible for the preparation of various monthly, quarterly and annual reports as required for compliance
  • Conducts clinical case reviews and individual clinical consultations with staff and clients.
  • Works with the senior management team, in the development of proposals for family support.
  • Works closely with the Family Services Director to ensure that appropriate services are available to clients. 
  • Effectively collaborate with other Social Services, community service providers, community partners and stakeholders and other community agencies. 
  • Act as a liaison between ERFSC and outside agencies to monitor work performed to determine if such work is conducted in the best manner to serve clients.
  • Serves as a liaison with CFSA and other funders, other Collaboratives and the HFTCC. 
  • Works with the Executive Director and the Board of Directors regularly to develop a plan for social services for Ward 7 residents.
  • Attends community/neighborhood meetings and events to keep abreast of new and/or changing programs, projects and community resources.
  • Regularly maintain relations with other community agencies, educational institutions, businesses and service providers to advocate for clients and needed resources. 
  • Serve as a representative of the collaborative at community-based events and/or meetings. 
  • Maintains strict confidentiality in all matters, including but not limited to, clients, personnel, budgets, contracts, Board of Directors and all other non-public business
SUPERVISORY RESPONSIBILITIES 
  • Carries out supervisory responsibilities in accordance with the organization's policies, procedures and applicable laws. 
  • Supervision responsibilities include (but are not limited to): managing the hiring process for the Family Services team, Planning, assigning, and directing employees work; 
  • Coordinating and approving schedules and leave; 
  • Evaluating performance;
  • Coaching employees towards the achievement of work plan objectives, program outcomes and goals;
  • Rewarding and disciplining employees; addressing complaints and resolving problems.
  • Assesses skills and identifies training needs;
  • Works with Quality Assurance to develop and implement training plans based on best practice models, increase service delivery capacity, and continually increase technical knowledge base; and ensures educational/developmental opportunities are addressed to meet contractual/grant obligations. 
TRAINING RESPONSIBILITIES
  • Ensuring that clinical supervision is provided weekly in the forms of case reviews and individual case reviews as needed;
  • ensuring that staff is trained on motivational interviewing, trauma informed case management; case assessment protocols and procedures, etc.
CLINICAL RESPONSIBILITIES
  • Responsible for providing supervision of social work students from local universities;
  • responsible for providing supervision of staff in need of supervisory hours prior to obtaining their licenses;
  • providing case consultation on cases as needed; 
QUALIFICATIONS
  •  To perform this job successfully, an individual must be able to perform each principal accountability satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or ability required.

Work Experience:
  • Seven (7) to ten (10) years of related and progressive experience in a senior management capacity in a non-profit or government agency, membership association or community-based organization focusing on child welfare.
  • At least three (3) years demonstrated experience in two or more of the following: strength-based philosophy, organizational development, strategic planning and fiscal management, human services delivery systems, community capacity building.
  • Minimum of five (5) years of supervisory experience required.
Education: Master’s Degree in Social Work
Certifications/Licensure
  • Licensure at the highest level in the District is required, either LICSW or LISW;
  • Valid driver’s license required.
