Job Description The Opportunity: Embry-Riddle Aeronautical University is now hiring a Program Manager and Contracting Officers Representative (COR) for the NextGen program, which is governed under a multi-year, multi-million-dollar Federal Other Transaction Agreement (OTA). Key functions of this role include providing management of the programmatic and technical components of the NextGen program, including the management of all NextGen staff; Leading negotiations with the FAA technical program managers, FAA administration, and subcontractor's technical representatives; representing the contracting officer as required; and ensuring compliance with all federal regulations and specific OTA terms and conditions, in coordination with University Contract Administration and under the direction of the SVP of Academic Affairs and Provost. Responsibilities include the following: Provide management oversight of the NextGen technical and project management teams. Identify and solve project issues, including the development of strategies for risk mitigation and contingency planning as required. Manage each NextGen task, including monitoring and meeting project deliverables schedule. Evaluate and negotiate ERAU and subcontractor budget proposals for viability. Business partnership manager between the University, FAA, industry subcontractors, and potential partners. Lead project related meetings and presentations with FAA, industry, administrative and academic stakeholders. Validate Plan and schedule project deliverables, goals, and milestones throughout the project lifecycle. Oversight of subcontractor and partner firms as required. Coordinate with Office of Sponsored Research Administration as needed to ensure all compliance requirements and objectives of assigned federal programs are met. Develop and manage NextGen department financial budget. Prepare and present NextGen current financial position and forecast budget for the appropriate committees of the Board of Trustees on a regular basis. Prepare Senior Executive briefings on the overall status of the NextGen program, including financial, technical, and programmatic topics. Qualifications Required Qualifications: Master’s degree in Business Administration or related field. Minimum 10 years’ experience in each of the following: Project/program management Federal Acquisition Regulation (FAR)/Acquisition Management System (AMS) related contracts Coordinating and supporting project related business purposes. Minimum of 5 years’ experience in National Airspace Systems (NAS) technologies and/or operations. Extensive knowledge of the theories, principles, methods, and procedures of contract administration and compliance. Extensive experience in government contracting, budget management, compliance, and administration. Extensive knowledge of the FAR’s procedures and laws applicable to the compliance and administration of government contracts. Must have strong understanding of finance, accounting, and budget management. Ability to develop, analyze, and review project budgets and expenditures. Must possess an extensive knowledge of government contract pricing. Analytical and problem-solving skills; ability to make independent decisions and/or recommend solutions. Ability to manage a variable workload and meet deadlines while providing quality service. Ability to formulate and implement operational policies and procedures effectively for contracts. Ability to communicate effectively both orally and in writing. Analytical skills with an in-depth knowledge of information systems and technical expertise with Microsoft operating systems. Preferred Qualifications: FAA NextGen program experience highly desired. PMP certification or equivalent experience preferred.
