Summary: The Financial Analyst will perform financial and budget analysis studies and report findings to government lead

Duties and Responsibilities:

  • Assist in the coordination of current year N43 inputs into key USFFC execution documents. Review finances and documents issued by Budget Activity/Functional Program, ensuring they are consistent with the budget formulation and execution processes. Identify deviations and ensures variances are resolved through coordination with staff of USFFC, COMNAVSURFLANT, and RMCs

  • Use automated financial tools to analyze and track funding documents supporting Surface Ship Maintenance

  • Examine and analyze current year ship maintenance requirements, controls and fiscal transactions of RMCs

  • Analyze and reconcile current year fiscal transaction records at COMNAVSURFLANT, USFFC and RMCs associated with N43 Ship Maintenance

  • Review and analyze funding requests from COMNAVSURFLANT TDO/TDA. Monitor funds provided to the RMCs for maintenance on Atlantic Fleet Surface Ships

  • Review Centrally Managed accounts funding documents and correct Resource Sponsor (RS) and Program Element (PE) as necessary in support of improving financial accuracy and accountability

  • Create fiscal tracking process spreadsheet to appropriately track Ship Modernization, Operation and Sustainment Fund (SMOSF) when applicable

  • Analyze and identify underperforming N43 Ship Maintenance Programs and make recommendations for efficient use of funds

  • Identify and document non-repeatable financial processes and

  • provide recommendation for resolution of variances

  • Assist in the development of Flag Level Monthly Financial Briefs and supplementary briefs as needed

Required Qualifications:

  • Five years of experience in budgeting/finance/accounting.

  • Bachelor’s degree in accounting, Finance or Business Management is preferred. Experience can be substituted for a Bachelor’s degree

  • Requires experience with budget functions involving the formulation, justification, and/or execution of budgets for organizations, programs or projects

  • Experience with Microsoft applications (Word, Excel PowerPoint) and excellent communication skills

  • Must be able to obtain and maintain an ACTIVE SECRET level security clearance.

  • Pursuant to the various government contractual requirements, all applicants must be U.S. Citizens

Preferred Qualifications:

  • Prior experience in Navy Logistics, Accounting or Ship Maintenance is desirable.

  • Experience as a financial analyst for a defense contractor working on DoD programs is desirable.

  • Experience using Command Financial Management System (CFMS) or SABRS is desirable.

Physical Requirements:

  • Must be able to work in an office environment.
