Epsilon Systems Solutions, Inc. is seeking a contingent full-time Program Manager in Honolulu, HI.

Summary: Responsible for the results achieved in terms of quality, safety, costs, schedules and performance of assigned programs. Manages the contractual and financial aspects of all projects enabling the Project Managers to focus on day to day production. Oversees and coordinates the operations of the program at all worksite locations.

Duties & Responsibilities (including but not limited to):

  • Reports to the Director of Production.
  • Directly supervises Project Managers and Foremen assigned to Program Projects.
  • Through subordinate Project Managers, assures appropriate daily project staffing.
  • Is the primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
  • Develops new business or expands the product line with the customer.
  • Identifies and leads Contract Opportunity Capture.
  • Represents the company fairly and consistently when interacting with customers.
  • Monitors adherence to master plans and schedules, identifies program problems and develops solutions, such as allocation of resources or changing contractual specifications.
  • Directs and mentors project managers and program analysts/financial analysts to develop contract deliverables such as monthly status, 75% reports, Condition reports, EVM reports and POAMs.
  • Tracks financial progress and status of program and projects and develops and coordinates corrective actions/adjustments working with and mentoring Project Managers to ensure completion of projects meeting all quality, technical, schedule and profit goals.
  • Determines the priority of projects, personnel requirements and maintains cost control.
  • Oversees the program for all projects through final certification of work and closeout:
  • Reviews all Condition Reports, responsible for submittal to technical POC and contracts and follows up to ensure resolution.
  • Develops At-Risk forms when required IAW processes and routes for signature
  • Develops and submit baseline project resource requirements,
  • Develops Technical and Cost proposals as required for RFQs/RFPs
  • Participates in financial meetings
  • As the top decision maker on the program, resolves any internal issues that arise over the productive, safe management of the projects.
  • Leads the post-project review to capture learnings applicable to future projects.
  • Resolves issues with customers, LMA, Base/Facility, NAVSEA agencies, and other interested parties.
  • Interprets specifications, works with assigned Project Managers to plan project sequencing and coordination of the various phases of projects to prevent delays and avoid rework.
  • Ensures timely delivery of accurate contract CDRL submissions including CRs.
  • Confers with assigned management and peer team to resolve problems and to improve methods.
  • Monitors job progress to ensure that manpower utilization and allocation meets job requirements and bid expectation.
  • Evaluates, sets up, and manages subcontracts for support work on awarded projects.
  • Establishes and maintains effective working relationships with NSWCPD Sponsor, subcontractors and vendors.
  • Assesses and documents overall work performance of direct reports by close of project, providing feedback to same.
  • Investigates and documents violations of work place rules consulting with Human Resources to develop performance improvement plan.
  • Ensures performance documentation is submitted by Project Managers or Foremen of all assigned project personnel.

Requirements:

  • Bachelor’s Degree in a mechanical or electrical engineering discipline from an accredited college or university required.
  • Eight (8) years’ experience in structural, mechanical and/or electrical system repair/installations
  • Eight (8) years’ experience managing HM&E for repair, maintenance and modernization.
  • Strong background in Modernization, Maintenance & Repair.
  • Working knowledge of NAVSEA approved testing and certification/re-certification requirements.
  • Ability to read complex technical drawings & manuals and interpret requirements to produce Quotes, Bids & ROMs and develop detailed technical proposals.
  • Understanding of contract terms and conditions and requirements.
  • Familiar with financial and technical aspects of managing a program including personnel management, safety and profit/loss.
  • Must have the ability to read and interpret financial reports.
  • Ability to clearly communicate and coordinate efforts involving all the activities supporting the program including Quality Assurance, Contracts, Purchasing, and Resources, internally and with the customer, Sponsor, serving as the primary customer POC for all NSWC related product lines.
  • Must have the ability to work closely with Quality Assurance, Contracts, Purchasing and other support departments.
  • Must be able to identify changes in work scope to ensure appropriate planning measures are being taken including the customers inputs for reassessing, renegotiating, and amending the scope of work, schedules and budgets.
  • Must be able to identify, assess and analyze with the team, any risk and/or issues that may compromise the successful completion of projects, and develop plans/actions that will mitigate risks. Able to provide leadership when schedule / production conflicts may occur for resolution.
  • Able to obtain and maintain access to military and government installations and private shipyards.
  • Must be willing to travel.

  • Work may be performed in confined spaces, noisy environments, heavy industrial conditions, high traffic areas, office environment, meeting rooms and multiple locations; also in outside conditions ranging from extreme heat to extreme cold.
