Description
The Assistant Program Supervisor supports the program in a variety of functions according to the needs of the program. Duties may vary based on program needs and requirements. Typically, the Assistant Supervisor is a role held by one employee. However, in programs serving around 40 Individuals or more, this role may be split into two separate positions with emphases as described below:
The Assistant Program Supervisor with a Certification emphasis develops qualified Adult Family Homes by recruiting, screening, and certifying Family Home Providers. They ensure initial certification requirements are met and that developed homes and Providers are in alignment with the philosophy and values of the company as well as all internal and external regulations and policies.
The Assistant Program Supervisor with a Quality & Compliance emphasis is responsible for oversight of Family Home Provider compliance with certification requirements and recertification of Providers and family homes. They are responsible for ensuring that quality supports are provided to Individuals. They are responsible for auditing documentation in Individual records to ensure that services are delivered in accordance with regulatory requirements and company procedures.

General Duties of Any Assistant Supervisor
  • Upholds the mission and vision of Enriching Lives and works with Individuals to assist them in achieving a well-rounded life that they deem satisfying.
  • Retains knowledge of applicable clinical modalities and treatment standards in the industry and community resources.
  • Attends and participates in regional center meetings with or as designated by the Program Supervisor including Provider Advisory Committee meetings, Residential Vendor Forums, etc.
  • Serves as interim Program Supervisor as needed.
  • Attends and participates in Certification and Leadership meetings. Provides updated information to assigned areas of relevant agency reports.
  • Assists with and manages program level accounting tasks such as consultant invoices, board and care payments, bank deposits, service authorizations and setting up attendance tracking.
  • Monitors and ensures compliance with all external and internal regulations and policies including state regulations, regional center expectations, contracts, and legal requirements.
  • Develops and maintains positive working relationships with Individuals, families, funding sources and regulatory agencies, as appropriate, and monitors their satisfaction with services.
  • Provides excellent customer service and response timeliness to stakeholders such as Individuals, families, Regional Center, and Family Home Providers.
  • Functions in a direct capacity to support and cover other program positions, including managing an Individual caseload as needed or assigned, and during employee leaves of absence, vacations, or during development and transition stages.
  • Assists with referral, intake and matching process for Individuals as needed.
  • Assists Program Supervisor with Individual placements including placement paperwork, Therap documentation, and configuring Medication Administration Records.
  • Assists Individuals with transportation and moving into and out of family homes as needed.
  • Participates in supervision, training and meetings as required.
  • Assists Program Supervisor with event planning as needed.
  • Manages office related maintenance and follow up as needed including but not limited to regulatory OSHA and MSDS compliance, safety inspections, etc.
  • Provides crisis management support and rotating on call coverage to Individuals and Providers.
  • Trains, develops and oversees office staff as assigned.
  • Provides supervision to Direct Support Professional as assigned, which may include the following:
  • Trains, develops and oversees Direct Support Professionals. Assigns and monitors DSP caseloads for proper service delivery, quality and compliance.
  • Develops and monitors Direct Support Professional schedules and caseloads and ensures all required support hours are provided per Individual Support Plans and contractual obligations, as well as ensures proper service delivery, quality and compliance.
  • Reviews Direct Support Professional timesheets for completeness, accuracy, and timeliness.
  • Facilitates team meetings with Direct Support Professionals to plan service delivery, address administrative needs, and share agency-related information and changes.
  • Manages employees by providing initial training, ongoing coaching, performance evaluations and progressive discipline when necessary.
  • Enforces employment standards set forth by Enriching Lives and according to the Direct Support Professional expectations and job description.
  • Ensures assigned employees have updated personnel records.
  • May work on special assignments in addition to normal job functions.
  • Performs other duties as assigned.
Certification & Consultant Emphasis
  • Conducts certification tasks including reviewing and approving Applications from potential Providers, facilitate Pre-Service Orientation classes as assigned.
  • Provides technical assistance to new Family Home Providers during the first 30 days of an initial placement of an Individual to ensure consistent and accurate use of the Therap database, etc.
  • Generates leads for Providers through advertising, word of mouth referrals, presentations, community organizations and other events.
  • Conducts all phases of the certification process including home evaluations, interviews, documentation collection, and ensuring each Family Home Provider, all members of the household, and the family home meet all certification requirements.
  • Maintains all required certification documentation of Providers in accordance with internal and external regulations and policies including verification that all certification requirements are met, current contracts are in place, etc.
  • Monitors and supports the Providers during initial certification home visits. Notifies management immediately of any material changes affecting the status of Individuals or Provider Homes.
  • Manages and tracks the recruitment budget.
  • Recruits new Consultants according to the identified needs of the overall program and specific Individual support needs.
  • Negotiates contracted rates of payment and terms of service delivery according to established budget for Consultants and according to the specific service needs of Individuals served.
  • Ensures Consultant records maintain compliance with internal and external regulations and policies including verification that all contract requirements are met, current contracts are in place, etc.
  • Reviews and approves Consultant invoices and verifies billed services are properly documented in each Individual's record and that services are provided according to the terms of the Consultant's contract.
Quality & Compliance Emphasis
  • Conducts recertification tasks including but not limited to home evaluations, updating and auditing Family Home Provider records and facilitating Pre-Service Orientation and continuing education.
  • Assists with Provider retention.
  • Assists with the management of compliance and quality assurance of certified family homes.
  • Monitors and supports the Providers during ongoing certification home visits and home evaluations. Notifies management immediately of any material changes affecting the status of Individuals or Provider Homes.
  • Provides technical assistance to Family Home Providers for consistent and proper use of the Therap database as needed and when a new Individual moves into the family home.
  • Coordinates internal relief support requests including scheduling and ensuring arrangements are made for transportation services as needed. Assists with coordinating external out of home respite requests as needed.
  • Works closely with Coordinators to ensure required documentation is completed accurately and timely according to internal procedures and regulatory requirements. Completes supervisor review of Individual records on a quarterly basis as assigned.
  • Ensures service delivery to Individuals in accordance with their Individual Support Plan, internal procedures and regulatory requirements.
  • Provides support to Family Home Providers in regards to provision of Direct Support Professional services to Individuals and the implementation of Individual Support Plans.
  • Liaises with consultants such as behaviorists, nurses, therapists, psychologists, and other specialists as needed to ensure service needs of individuals are met.
Requirements & Qualifications
Supervisory Requirements
Manages and supervises Direct Support Processionals and other assigned employees, including orientation, training, coaching, scheduling and performance evaluations. Makes decisions on employee hires, discipline, terminations and similar actions. Resolves employee issues within position responsibilities.
Education and/or Experience
Related bachelor's degree (B. A.) from four-year college or University plus one to two years related experience preferred; and/or equivalent combination of education and experience. Ability to solve problems. Strong verbal and written communication skills. Experience working with individuals with developmental disabilities. Ability to work in a team-oriented environment. Excellent computer skills and familiarity with Microsoft Office programs.
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Vision
