A. Summary Statement:

The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid- level, senior and expert advisory and administrative professionals.

B. Position Summary:

The Program Analyst will primarily support the Child Health and Immunization (CHI) Division in the Office of Maternal and Child Health and Nutrition, Bureau for Global Health (GH/MCHN) as a PHI Institutional Support Contractor (ISC). In this role, the selected candidate performs a variety of complex and routine duties, including administrative tasks such as scheduling briefings and meetings and maintaining program files; more complex analytical tasks such as collecting, compiling, reviewing, and analyzing policy and technical information to support USAID immunization priorities; and high-level coordination, such as developing internal briefers for USAID technical teams and senior leadership, as well as supporting meetings with external partners.

The Program Analyst will work closely with the CHI immunization team that focuses on the management and administration of the U.S. government's partnership with Gavi, the Vaccine Alliance (Gavi). The Program Analyst will work with other members of the team to provide technical, financial, program, and administrative support; coordinate with USAID Missions to support their engagement with Gavi; and other duties as assigned. The Program Analyst prioritizes in order of importance and impending deadlines and handles several tasks simultaneously. The individual is expected to become familiar with office/division technical issues and policies. The Program Analyst works in a dynamic, fast-paced division and is expected to demonstrate good judgment and strong initiative in the prioritization of tasks and responding to simultaneous demands of GH and CHI leadership, USAID Missions, US Government (USG) agencies, and external partners.

Employment Type: Full Time

Full salary range for this position is $78,780 to $124,540 per year, with the starting salary determined based on candidate's knowledge, skills, experience, as well as budget availability.

C. Essential Duties and Responsibilities:

Program Tracking, Data Analysis & Documentation:

  • Researches, identifies, analyzes, and updates policy, program, and technical documents pertaining to Gavi and relevant immunization activities.
  • Researches, plans, analyzes, and organizes policy, technical and/or statistical information for use in briefings, presentations, publications, and reports.
  • Collects, compiles, and drafts information for regular and ad hoc reporting and briefers; Ensures that schedules and deadlines are met.
  • Communicates and keeps abreast of new developments and emerging issues by attending meetings, workshops, and conferences (both virtual and in-person).
  • Develops and updates resources on Gavi to share with USAID/Washington, USAID Missions, USG agencies, and external partners.

Budget & Program Management Support:

  • Develops and maintains Gavi-related files in Google Drive.
  • Develops, organizes, and tracks all actions requiring approvals; follows up and coordinates communications between USAID staff and the project management team to ensure timely approvals.
  • Ensures that program, financial, and technical reports are prepared and submitted according to Agency policies and as required, in coordination with technical advisors, the Agreement Officer's Representative (AOR), and Gavi.
  • Prepares all relevant documents for the development of annual obligations and award amendments.

Program & Technical Support:

  • Supports the review and analysis of program, financial, and technical updates on an as-needed basis.
  • Drafts briefers to support USAID's partnership with Gavi and contributes to related USAID reporting requirements, for review by technical teams, communication teams, the AOR, and USAID senior leadership.
  • Ensures that all documentation is complete and in compliance with USAID rules, regulations, and standards.
  • Assists with scheduling and the organization of Gavi-related, CHI, and immunization events and meetings.
  • Participates in all relevant technical and managerial meetings on Gavi and related meetings for the purpose of assisting in management duties, taking notes, and tracking program developments.
  • Maintains administrative and financial tracking systems, including the design and maintenance of spreadsheets, to track critical deadlines and program developments.
  • Collects, develops, and supports distribution of information and communication products related to Gavi and USAID's immunization priorities for USAID Missions, USAID/Washington offices, and external partners.
  • Provides technical assistance as requested or assigned; works with USAID staff on general management-related activities.
  • Provides recommendations and input regarding new policy and technical developments for consideration by technical advisors and the AOR.
  • Learns about USAID and MCHN programs through completing USAID trainings and e-learning courses, as well as attending MCHN, CHI, and cross-Bureau meetings.

Global Health Country Team Support:

  • Provides technical support to GH Bureau's Office of Country Support country team(s) through routine administrative tasks and organizational work.
  • Plans calls to USAID Missions, sends travel information to travelers, maintains up-to-date administrative and program information on Google drive and Google group, and helps to organize program review processes.
  • Provides administrative and technical support to USAID Missions as needed through virtual support, in-country travel, and support to Mission colleagues visiting USAID/Washington.

Work at least 3 days per week in-person at Washington, DC office.

Travels 10-15% of the time.

Performs other duties as assigned.

D. Qualification Requirements:

Minimum Qualifications:

  • Master's degree and 4 years of relevant experience, Bachelor's and 6 years of relevant experience, Associate's and 8 years of relevant experience, or High School and 10 years of relevant professional experience.
  • US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.

Other Qualifications:

  • Superior knowledge of and/or rapid ability to learn and use Google Suite, including GMail and Google Drive.
  • Ability to work collaboratively on a team and independently with initiative.
  • Superb written and oral communication skills with the ability to develop concise summaries of complex information.
  • Ability to work productively within teams that are comprised of a diverse range or backgrounds and technical abilities.
  • Strong attention to detail with exceptional organization and record management skills.
  • Good analytical skills.
  • Must be able to travel 10-15% of the time.
  • Ability to work at least 3 days per week in-person at Washington, DC office.
