Job Title – Turnaround (TAR/ TA) Cost SupervisorJob Type – Permanent, Full-TimeWork Schedule – HybridLocation – Houston, TX, Deer Park, TXThe TAR Cost Supervisor plays a pivotal role in overseeing the development, implementation, and operation of a comprehensive cost control system within the Turnaround (TA) context. Leading a team of cost engineers or analysts, the Supervisor provides guidance, support, and mentorship to ensure effective cost tracking, forecasting, and reporting activities. They are responsible for maintaining TA budgets, forecasts, trending analyses, and progress reports, ensuring alignment with organizational objectives and standards. Collaborating closely with cross-functional teams and stakeholders, the Supervisor integrates cost inputs from internal and third-party sources, supporting decision-making processes and ensuring compliance with company policies and regulatory requirements. Through their leadership and oversight, the TAR Cost Supervisor drives continuous improvement initiatives, identifies opportunities for optimization, and contributes to the overall success of TA events.
Responsibilities
  • Leadership and Supervision:
  • Lead and supervise the scheduling team, providing guidance, support, and mentorship to ensure effective scheduling practices and team performance.
  • Foster a collaborative and supportive work environment that promotes professional growth and development.
  • Cost Management:
  • Oversee the implementation of cost management and reporting processes for TA events consistent with Downstream Turnaround & Finance Standards and Recommended Practices.
  • Establish and comply with Work Breakdown Structures (WBS) in SAP & EcoSys, ensuring proper tracking through work orders and purchase orders.
  • Collaborate with TA planners and support teams on cost estimate details, consolidating budgets for all assigned turnaround events and planned pit stops.
  • Review and approve TA cost estimates and prepare Pre-spend and Financial Investment Decision (FID) proposal papers.
  • Review and approve required cost reports for each event and provide regular updates to the TA Steering team.
  • Analyze cost data, identify any troubled areas, and provide recommendations for corrective actions.
  • Ensure daily cost transparency during TA execution and flag any deviations from budgeted costs.
  • Drive continuous improvement initiatives to streamline processes, reduce turnaround scope, and optimize costs.
  • Facilitate post-event critique sessions and participate in Lessons Learned and Lookback workshops to identify areas for improvement and best practices.
Qualifications
  • Bachelor's Degree in Engineering or Construction Management .
  • Minimum of 10 years’ experience working with refinery or major chemical plant.
  • Proven experience in cost engineering, turnaround management, with a minimum of 7 years in a similar role, including 2 years in a supervisory capacity.
  • Minimum experience working in a turnaround with min. value of $30-40MM, ideal mega TAR project > $100MM experience ideal.
  • Excellent leadership, communication, and interpersonal skills, with the ability to collaborate effectively across functions and disciplines.
  • In-depth knowledge of Downstream Manufacturing TA standards, processes, and recommended practices is .
