Job Summary
The Purchasing Specialist's primary job function is to take inventory, create electronic requisitions, create purchase orders and deliver supplies. During order creation they verify specifications, confer with suppliers, and process documentation related to purchase of supplies for the agency. Consults with both internal and external customers, interacts closely with suppliers in a manner consistent with CVCH policies and procedures, and in support of providing the highest quality care to CVCH clients. Provides administrative assistance to the Purchasing Lead or Controller.
Job Specific Competencies
1. Compiles and records information to prepare purchase orders; verifies information and specifications of purchase requests.
2. Contacts and receives informal quotes from appropriate vendors; compares costs and evaluates the quality and suitability of equipment, materials, and supplies.
3. Coordinates purchasing details with vendor and the Purchasing Department, including pricing revisions, order cancellations and invoice discrepancies.
4. Performs a variety of clerical duties to ensure that merchandise, supplies, and equipment are shipped on schedule by vendors.
5. Creates purchase orders P.O.s) for executive team authorization, reviews outstanding purchase orders and follows-up on issues related to late arrival, status of orders, and deliveries as required.
6. Ensures Central Stores inventory levels are maintained to adequately meet CVCH needs.
a. Inventories, orders and stocks the Medical Supply Rooms, including Express Care, and the Dental Supply Room.
b. Coordinates organization/layout of stockrooms.
7. Verifies packing slips from suppliers.
a. Receives orders in the accounting system for offsite locations and any special orders.
8. Maintains an interface with vendors to ensure the procurement of high-quality merchandise, expedient delivery, and dependable service at optimum price. Resolves any issues involving delivery, damaged freight and supporting documentation.
9. Provides support for delivery of parcels, incoming and interoffice mail to the appropriate departments.
a. Coordinates incoming/outgoing mail for offsite departments with a contracted delivery service.
b. Prepares outgoing mail/parcels for delivery using the most efficient and expedient means available.
10. Maintains purchasing, vendor, and contract files.
a. Works with Sr. Purchasing Specialist to maintain up to date vendor information and purchasing documents.
11. Assists with the annual stock items inventory.
a. Together with the Sr. Purchasing Specialist completes the annual stock items inventory.

Job Specifications
1. Education: High School Diploma or equivalent.
2. Certification/Licensure: N/A
3. Experience: One year experience in purchasing or related business experience preferred. Previous work experience in a medical facility preferred.
4. Language Skills: Bilingual in English/Spanish preferred.
5. Essential Technical/Motor Skills: Ability to communicate technical information clearly and professional both orally and in writing at varying technical levels. Knowledge of the following computer software: Microsoft Word, Excel, Outlook, or other database management software. Ability to operate a variety of modern office machines and equipment to include a printer, calculator, fax machine, copier, and postage machine.
6. Interpersonal Skills: Ability to work independently with minimal direction and to interact and cooperate in a positive manner with other members of the Purchasing Department. Possess a caring attitude and commitment to serving low-income people. Communicate clearly and concisely, both orally and in writing. Maintain confidentiality of privileged information obtained in the course of work. Ability to work within a collaborative, team-oriented work environment. Develop and maintain effective working relations with peers, patients, other agencies, contracted providers, vendors, and the public. Ability to learn quickly and adjust work assignments in response to system changes.
7. Essential Physical Requirements: This job is performed mostly in a typical inside, office environment. Ability to lift and/or move items up to 50 lbs. using proper lifting techniques. Moderate mobility required to conduct business through-out the facility. Manual dexterity to operate a telephone, keyboard, hand truck, and supply delivery equipment; lift horizontally and vertically, bend and stoop. Repetitive motions of wrists, hands, and/or fingers; standing, walking, lifting, reaching, kneeling, bending, stooping, pushing, and pulling.
8. Essential Mental Abilities: Strong organizational skills, attention to detail, must possess problem solving/reasoning skills, ability to assess and evaluate various situations. Skilled at research and analysis; and reaching adequate conclusions. Exercise good judgment and maintain confidentiality and handle sensitive information with utmost discretion. Knowledge of pertinent Federal, State and local laws, codes and regulations. Knowledge of basic mathematical, basic grammar, and clerical principles. Ability to work well and complete duties under stress and deadlines, while attending to multiple duties simultaneously.
9. Essential Sensory Requirements: Ability to hear and understand speech at normal room levels and on the telephone. The position requires near and far vision in reading written reports and work related documents. Ability to read computer keyboard, monitor, and documents. Prepares and analyzes documents. Reads extensively, receives and conveys detailed information orally, by telephone and in person; conveys accurate and detailed instructions by speaking to others in person and by telephone.
10. Exposure to Hazards: Worker is subject to inside environmental conditions on a frequent basis with moderate noise. Worker has contact with patients, staff, and other individuals and may be exposed to medical conditions presented by them, such as possible exposure to bodily fluids, blood, toxic materials.
