Job Details Job Location Downtown - Elkhart, IN Position Type Full Time Education Level 4 Year Degree Salary Range $63,600.00 - $92,200.00 Salary/year Travel Percentage Up to 25% Description Classification: Department Head Computer Services Location: Downtown Library Computer Services Department Job Grade: 18 Job Category: A Full-time FLSA Status: Exempt Reports to: Director of Public Services SUMMARY The Head of Computer Services oversees the daily operations of the Computer Center as well as the development, maintenance, and use of computer hardware, software, systems, and networks by both staff and patrons at five (5) library locations. To do so, this position manages the computer services budget, directs and delegates projects and tasks, and supervises departmental staff. ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the following. Other duties may be assigned. ORGANIZATION-WIDE EXPECTATIONS
Follows and enforces established Library and personnel policy, procedures and work standards
Attends work regularly, on time, and as scheduled
Exhibits welcoming, helpful, positive and friendly behavior to all patrons, staff and guests at all times in all communications formats (verbal and non-verbal)
Maintains confidentiality of sensitive information
Regularly monitors Library communication venues including but not limited to employee email, staff bulletin boards and the intranet
Participates in meetings, conferences, continuing education, community engagement, and special projects as required by the Elkhart Public Library or as dictated by professional commitment
Addresses, or assists in addressing, issues and concerns related to the safety of Library staff and users as well as the security and maintenance of Library buildings and equipment
JOB-SPECIFIC ACCOUNTABILITY
Provides input to the Director of Public Services and participates in the recruitment, interviewing, hiring, training, and terminating of departmental personnel
Supervises (see supervisor responsibilities below) and provides guidance to departmental personnel
Plans, develops, promotes, implements and evaluates departmental programs, services and collections in coordination with the Director of Public Services
Manages the Integrated Library System (ILS), including, but not limited to: reports, updates, instruction, dissemination of information regarding the ILS, and coordination with Goshen Public Library regarding the shared ILS
Manages the Computer Center Downtown
Coordinates technical support for all Elkhart Public Library locations
Oversees system-wide selection, purchasing and installation of hardware, including, but not limited to: computers, monitors, printers/copiers, firewalls, servers, switches, RFID equipment, wi-fi hotspots, and VOIP phones
Oversees system-wide selection, purchasing and installation of software for use with, but not limited to: firewall, public computers, ILS, and RFID equipment
Oversees data security, policies, practices and standards.
Oversees the maintenance and updating of the library intranet
Performs designated administrative and/or clerical duties per departmentally-specific Department Head Computer Services Work Instructions
WORK CONDITIONS
Full-time (including evenings and weekends)
Occasional local travel, occasional long distance travel
Qualifications EDUCATION and/or EXPERIENCE
Bachelor's degree required; Bachelor's degree in a computer-related field preferred
Minimum of five (5) years professional experience managing computing resources/systems; experience managing an Integrated Library System (ILS) or equivalent preferred.
Minimum of three (3) years supervisory experience
If applicable, must have a valid driver's license with acceptable driving record per the established guidelines of the Library's insurer
If applicable and driving own car during paid work time, a certificate of coverage or insurability from personal auto insurer must be provided

Proficiency in Structured Query Language (SQL)
Advanced computer skills, including word processing, spreadsheet and presentation software in a Windows environment, along with intermediate Internet research capabilities

Ability to recognize and define problems, collect data, establish facts and draw valid conclusions
Ability to apply common sense understanding to follow written and verbal instructions
Dependable and able to quickly exercise sound judgment during emergencies

Excellent written and oral language and communication skills
Ability to read and comprehend written instructions and business correspondence, along with general business periodicals, professional journals, technical procedures and/or governmental regulations
Ability to effectively write reports, business correspondence and procedural manuals
Ability to effectively present information and respond to questions from Library personnel and the general public in one-on-one and group situations

Ability to occasionally reach with hands and arms

SUPERVISORY RESPONSIBILITIES
Directly supervises all departmental personnel
Carries out supervisory responsibilities in accordance with the Elkhart Public Library's policies and applicable laws, including planning and assigning work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems
