Position Summary:

Unique opportunity to serve as a member of a 3-person administrative leadership team that supports a statewide network of frontline social services providers, the Vermont Coalition of Runaway and Homeless Youth Programs (VCRHYP). This statewide program of Elevate Youth Services offers administrative services and technical assistance to our network partners, who operate housing, emergency shelter, and supportive services programs for youth and young adults age 13 - 24 through seven federally-funded projects. The VCRHYP Projects Administrator is an essential member of our team, providing knowledgeable and friendly administrative support that is crucial to the success of federal Family and Youth Services Bureau’s (FYSB) Runaway and Homeless Youth (RHY) Programs and the Department of Housing and Urban Development’s (HUD) Youth Homelessness Demonstration Program (YHDP). Duties include technical assistance to and coordination with network partner agencies across Vermont, rental assistance program administration, participant data administration, billing coordination, data entry, program data reporting, and other administrative duties as assigned.

Duties and Responsibilities:

  • Develop and maintain expertise in the FYSB and HUD federal regulations that govern project operations.
  • Support excellence in the implementation of seven federal projects through essential administrative services and ongoing administrative process development.
  • Work alongside members of the administrative team at Elevate Youth Services to improve VCRHYP client data and project budget management processes.
  • Review and approve rental assistance program applications and program eligibility recertifications.
  • Process data files or paperwork (primarily digital) from partner agencies by reviewing data for missing information or inconsistencies, resolving issues by using standard procedures or supporting partner agencies in fixing incomplete documents/files.
  • Maintain and monitor project client data in the Homeless Management Information System (HMIS) database, Elevate Youth Services’ case management database, and case files.
  • Process monthly housing assistance payments and subgrantee invoices and reimbursements.
  • Provide technical assistance to and training for subgrantee sites.
  • Participate in assessment and evaluation of VCRHYP projects.
  • Assist with grant reports, primarily through data analysis.
  • Maintains and protects client confidentiality by following established security procedures.
  • Participates in necessary trainings to maintain federal regulatory expertise, security licensure, and database licensure.
  • Support meeting management for VCRHYP meetings, as assigned.
  • Contributes to team effort by accomplishing related duties as assigned.

Qualifications:

  • Bachelor’s degree in public administration or human services, or equivalent related experience, strongly preferred
  • At least 2 years of administrative experience in a homelessness or other social services setting strongly preferred
  • Experience administering HUD rental assistance programs strongly preferred
  • High level of proficiency in database software, data entry, data analysis, and office utility software required; experience using a Homeless Management Information System (HMIS) or equivalent strongly preferred
  • Lived experience of homelessness or housing insecurity strongly preferred
  • Excellent organization, communication, analytical, and customer service skills required
  • Ability to manage multiple responsibilities and deadlines, as required
  • Ability to work both independently and in a respectful and collegial team environment required
  • Commitment to confidentiality required
  • Clean driving record, valid driver’s license, and personal vehicle required

Working Environment

This is a full-time position (37.5 hours per week) that works closely and collaboratively with the VCRHYP Director and Assistant Director to support network partner agencies and ensure that Coalition programs meet goals. Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the close visual acuity to perform activity such as: preparing and analyzing data; viewing a computer monitor; extensive reading. Must have the mobility to move short distances and drive a vehicle to retrieve lightweight materials and attend in-person meetings, as needed. The ability to attend local meetings is required. In-state travel and attendance at local and/or national training conferences is possible.

VCRHYP is a program of Elevate Youth Services (EYS). The work is office-based and located in Washington County, or hybrid with in-person required meetings on a routine basis (at least once monthly). All EYS employees attend an in-person morning staff meeting once a month. The atmosphere at EYS is casual yet professional.

Compensation:

This position offers a full-time salary with a 37.5 hour per week schedule (5 7.5-hour days per week).
