We are seeking a qualified professional to manage a state-funded site in Uncasville, CT.

ELDERLY HOUSING MANAGEMENT JOB DESCRIPTION

Position: Property Manager

Department: Housing Management

Reports To: Regional Property Manager & Director of Housing Management

Classification: Exempt

Job Summary

The Property Manager oversees and is responsible for the administration and physical operations of the property. He/She assures that the rental program is properly executed, provides the financial management of operations, assures adequate cleanliness of buildings and grounds, and maintains the preventive maintenance programs to ensure preservation, safety, and upkeep of all buildings and equipment. He/She is responsible for the employment of qualified, competent personnel and the establishment of good resident relations while encouraging, supporting and abiding by, all EHM safety regulations. He/She is also responsible for maintaining a positive relationship with the Board of Directors.

Essential Functions

Fiscal:

  • Plans, executes and implements the operating budget, manages fiscal health and physical and capital needs in accordance with EHM policies.
  • Reviews monthly financial reports including balance sheet, statement of income, general ledger and tenant stats. Resolves any discrepancies noted in any of the reports in conjunction with management staff.

Physical:

  • Responds proactively and plans for maintenance to prolong the useful life of the building and its systems.
  • Prepares regular reports on the condition of the property, noting any deficiencies.
  • Conducts annual apartment inspections and monthly property inspections to monitor maintenance and curb appeal.
  • Creates action plan for corrections and improvements and follows up with responsible parties.

Rental Services:

  • Provides rental services including but not limited to processing applications, managing the waiting list, leasing, managing unit turnover and the tenant certification cycle.
  • Prepares and maintains resident files including all required forms, sign-offs, leases and related documents to comply with regulatory expectations and EHM guidelines.
  • Manages Affirmative Fair Housing Marketing according to the approved plan.
  • Manages lease enforcement in accordance with EHM policies.

Risk Management:

  • Identifies and addresses safety and health problems and executes a disaster plan, including the establishment of a relationship with community protective services and maintenance of the site emergency preparedness manual.

Regulatory:

  • Ensures compliance with regulatory reviews and prepares for regulatory physical inspections.
  • Manages required monthly submissions for rental assistance/subsidy in accordance with regulatory guidelines and EHM policies.
  • Manages all required paperwork related to the rental cycle.

Communication/Managerial Support:

  • Hires, supervises, trains, supports and meets with property staff in accordance with the policies and procedures of EHM.
  • Reviews employee performance on a regular basis, in consultation with other appropriate personnel and Human Resources.
  • Interfaces with 3rd party professionals and executes required negotiation of contracts with vendors.
  • Prepares written reports to the Board of Directors. Performs other duties as assigned by the supervisor

Professional Requirements: Education, Experience & Skills Qualifications

Education: Bachelors degree in business, finance, accounting, facilities management or equivalent training in related field.

Experience

  • Minimum five years of property management experience
  • Minimum two years of supervisory experience

Skills and Training

  • Strong communications skills; professional & effective interpersonal skills with housing community client base
  • Solid attention to details and good organizational skills
  • Ability to deal with multiple priorities and creative problem solving skills
  • Computer proficient, Word, Excel, Outlook required, compliance software as applicable
  • Industry designations; CPM, ARM, COS, LIHTC C3P, CMH, CMM, etc.

Work Environment

This job operates in a clerical, office setting. This role uses standard office equipment such as computers, phones, photocopies, filing cabinets and fax machines.

Physical Demands

Moderate physical effort required; frequently seated with freedom of movement. Mobility through the office is required. Normal lifting, carrying, reaching, pushing and pulling. Ability to operate a motor vehicle for travel to meetings and training sessions. Visual activity requiring close attention to paperwork and use of computer keyboard.

This Part-time position is not currently benefits eligible but does offer a flexible schedule and hours.

Job Type: Part-time

Pay: $30,000.00 - $34,000.00 per year
