Minimum Qualifications
MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
  • Six years of professional experience where the primary responsibility of your position must have involved editing. This experience must include reviewing and revising factual written material for publication to achieve correctness and clarity of language AND ensuring that typed or printed materials are error free AND completing editorial work to meet established deadlines.
An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
PROMOTION: Current NYSED State employees must have one year of permanent competitive service as an Assistant Examinations Editor.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Examinations Editor.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:

Duties Description
The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Examinations Editor in the Office of State Assessment. This Office is responsible for the development and statewide administration of all State examinations for elementary, intermediate, and high school students. Duties of this position will include but not be limited to the following:
  • Supervising the work of assistant editing staff, including the preparation of electronic reports as required;
  • Editing assigned examinations and supplemental materials according to established guidelines;
  • Assisting the test development team through different stages of development reviewing work in progress;
  • Monitor progress of examinations and materials to ensure assignments are completed in accordance with established deadlines;
  • Assisting the test development team in maintaining strict security of examinations;
  • Maintaining files of examinations and field tests;
  • Assisting with training of new assistant editing and clerical staff, and
  • Work with staff and vendors on translated and Braille versions of exams to proofread and check artwork, front cover, numbering, etc.

CONDITIONS OF EMPLOYMENT: This will be a permanent competitive appointment or a permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility.
Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.
This position leads to a maximum salary of $82,656 based on annual performance advances
