Education Department, State is Hiring an Associate in Instructional Services (English Language Arts) (NY HELPS), Box P12-2464/65111 Near Albany, NY

MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
  • Master’s degree AND New York State permanent or professional teaching certification in English Language Arts 7-12 AND four years of full-time classroom teaching experience in English Language Arts grades 7-12
PROMOTION: Current NYSED State employees must have one year of permanent service as an Assistant in Instructional Services (English Language Arts 7-12).
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: One year of permanent competitive or 55b/c service as an Associate in Instructional Services (English Language Arts 7-12) and possess a New York State permanent or professional certification in English Language Arts 7-12.
Eligible List Appointment: Candidates must be reachable on the Associate in Instruction Services (English Language Arts 7-12) Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 26 or 28), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent service as an Assistant in Instructional Services (ELA 7-12). Provisional candidates must take the examination for Associate in Instructional Services (ELA 7-12) when it is next offered and must be reachable on the resulting eligible list to maintain employment.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have a Master’s degree AND New York State permanent or professional teaching certification in English Language Arts 7-12 AND four years of full-time classroom teaching experience in English Language Arts grades 7-12. Provisional candidates must take the examination for Associate in Instructional Services (ELA 7-12) when it is next offered and must be reachable on the resulting eligible list to maintain employment.
55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
  • Master’s degree AND New York State permanent or professional teaching certification in English Language Arts 7-12 AND four years of full-time classroom teaching experience in English Language Arts grades 7-12.
PREFERRED QUALIFICATIONS:
Preference may be given to candidates who have:
  • Experience developing and leading professional development workshops, courses, or programs.
  • Experience managing a grant program and/or budget experience.
  • Additional experience in Special Education or teaching English Language Learners.
  • Up-to-date job knowledge, including emerging trends in P-12 education, maintained through participation in conferences and ongoing educational opportunities.
  • Active affiliation with professional organizations related to content area and P-12 education.
  • Exceptional written and verbal communication and presentation skills.
  • Skill in fostering teamwork and building productive working relationships.
  • The ability to foster and maintain rapport with stakeholders and demonstrate an exceptional commitment to customer service and to delivering quality outcomes.
Duties Description
The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Associate in Instructional Services (English Language Arts 7-12) in the Office of Standards and Instruction. This Office coordinates programs and initiatives that promote high-quality, culturally responsive, standards-based instruction in P12 schools and districts. Duties of this position include, but are not limited to, the following:
  • Provide technical assistance to school personnel, BOCES, districts, parents, and other stakeholders on P-12 English Language Arts instruction, the English Language Arts Learning Standards, P-12 instructional programs, literacy, and other NYSED priorities;
  • Conduct research, synthesize and analyze quantitative and qualitative data, and write reports, grants, contracts, proposed regulatory and policy statements, guidance documents, and various informational materials;
  • Provide content expertise on instructional design, instructional practice, curricular materials, and assessment models in English Language Arts at the elementary, middle, and secondary levels;
  • Develop and facilitate virtual and in-person presentations to a variety of stakeholders to provide information, guidance, and support on topics including the NYS Learning Standards for English Language Arts, literacy education, Office programs, and other NYSED priorities;
  • Administer a variety of programs to support P-12 teaching and learning, including but not limited to competitive federal and State grant programs, contracts, and award programs, to ensure deliverables are on time and of high quality;
  • Communicate and collaborate with other NYSED offices, state professional organizations, and other stakeholder groups to provide information, guidance, support, and resources related to English Language Arts, literacy, and other NYSED priorities; and
  • Perform additional duties as assigned by Supervisor.

CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility.
Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.
  • Leads to a maximum salary of $117,825 based on annual performance advances.
