JOB DESCRIPTION

Title: Federal Programs - ESSER Clerk

Department: Educational Services

Immediate Supervisor: Associate Superintendent

Job Goal: Assist with the implementation of duties and responsibilities of CARES Act, ESSER II, and ESSER III funds.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Assist in the preparation of CARES Act and ESSER applications and budgets.

  • Initiate action upon receipt of allocation and application from State Department
  • Assist Educational Services Coordinator in allocating budgets
  • Determine salaries and benefits for personnel to be paid from program funds
  • Balance all budgets sheets to allocation, considering IDC, Private Schools, District and Administrative budget amounts.
  • Finalize application online and upload to State Department
  • Facilitate all necessary revisions

2. Submit CARES and ESSER requests for reimbursement.3. Process all purchases (inputting requisitions into computer, verify that vendor has not been excluded from receiving Federal funds,), payments (process invoices – check against purchase orders, obtain signatures, submit for payment) and maintain ledgers for CARES and ESSER4. As applicable, prepare time sheets, post, obtain approval, submit to payroll. Balance labor distribution report against time sheets and ledgers.

5. Maintain inventory for items purchased from CARES and ESSER funds.

6. As applicable, assist private schools with expending their funds.

7. Answer questions from the State Department as needed.

8. Manage and maintain general office files.

9. Help with other federal programs as needed.

10.Other duties as assigned

QUALIFICATION REQUIREMENTS:

EDUCATION AND/OR EXPERIENCE:

High School Diploma or General Education Degree (GED), one year previous secretarial or office experience.

CERTIFICATES, LICENSES, REGISTRATIONS:

None required.

LANGUAGE SKILLS:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups, staff, parents, and the general public.

MATHEMATICAL SKILLS:

Ability to plan budgets and use the mathematical skills required to do so. Maintain accurate records and support documentation for projects under the supervision of the position.

REASONING SKILLS:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

OTHER SKILLS AND ABILITIES:

Ability to use computer and computer related programs and other technologies needed to perform essential job functions. Ability to apply knowledge of current research and theory. Ability to establish and maintain effective working relationships with students, staff, and the community. Ability to organize and chair or facilitate committees and meetings. Ability to communicate clearly and concisely both in oral and written form. Ability to perform duties with awareness of all district requirements and Board of Education policies.
