GENERAL DESCRIPTION

The purpose of this position is to provide administrative procurement support to National Nuclear Security Administration (NNSA) Capital Projects and the Savannah River Site (SRS). Subcontractor shall at the direction of supervision, assist in the preparation and control of procurements, purchasing, and reports regarding budget, personnel, etc. Administers programs, projects, and/or processes specific to the procurement process. May serve as administrative liaison with others within and outside the organization regarding administrative issues related to purchasing, personnel, facilities, and operations.

DUTIES

Working with other supply chain personnel, prepare requests for proposals and verify accuracy of documentation and associate procurements. Performs, as a generalist, with procurement in a variety of administrative functions involving the procurement process, (list is not inclusive):

  • Receives subcontractors' responses to requests for proposals.
  • Determines each subcontractor's ability to meet requirements and negotiates the terms and conditions.
  • Assists, coordinate, and assemble required scope of works (SOWs).
  • Prepares subcontract documents and amendments, including identification and inclusion of prime contract flow-down requirements.
  • Ensures that terms and conditions will be appropriate.
  • Prepares reports and contractual correspondence for project management and client.
  • Maintains accurate tracking records tailored to the assigned subcontracts
  • Provide functional and operational guidance to administrative and clerical staff as required.

Subcontractor must successfully complete the duties assigned in 3.1.1 above, as demonstrated during the period of performance and verified by the service provider’s manager or designee on a weekly basis.

Subcontractor shall be responsible for the management and execution of assigned programs/projects in accordance with the requirements of SRNS, and the operating policies and principles. The

Subcontractor is accountable for the execution of the work in accordance with the quality standards and required specifications for the project.

Experience / Skills

  • Operational experience with large and small-scale government procurements
  • Foster a work environment that promotes safety, quality, openness, trust, communication, teamwork, and customer satisfaction.
  • Understanding of and ability to communicate technical information required.
  • Exhibit good interpersonal and observational skills
  • Ability to communicate with managers and professionals regarding project requirements.

WORK HOURS:

Work schedule will be a nominal 40-hour work week but can be part-time or with interruption between on-site requirements dependent on the support requirements necessary for the project. It is estimated that each standard year will consist of two-thousand and eighty hours.

SECURITY:

An active DOE clearance is not initially required to perform assigned duties. Subcontract personnel must have the ability to obtain and maintain a DOE "Q" security clearance. After award, the selected uncleared candidate may be required to apply for a DOE clearance.
