Overview

Edgewater Federal Solutions is currently seeking a Senior IT Portfolio and EA Analyst to provide IT Strategic Planning and Architecture Support to a Federal Government client located in Germantown, MD. IT Strategic Planning and Architecture provides a mechanism and methodology that explains how Strategic Planning, Cyber Security, Records Management, Operations, Acquisitions, Capital Planning, and other related IT and general management process work together to meet the Enterprise’s mission and objectives.

As an onsite representative of the company, a successful candidate must possess effective communication and interpersonal skills to build and maintain effective working relationships with the client.

Responsibilities

  • Provide analysis and support for an Enterprise Architecture (EA) Management Program which integrates and aligns requirements between management processes such as cybersecurity, records management, operations, enterprise architecture, and capital planning.
  • Support the management of the organization’s information technology (IT) portfolio and business processes to ensure the IT architecture and products align and support mission requirements. Ensure compliance with applicable statutes, regulations, policy, and IT portfolio management and capital planning guidance.
  • Provide insight into the utilization of informational technology resources (e.g. Technology Business Management) based on business, mission, and technology requirements.
  • Support the evolution of the IT portfolio management processes and associated objectives and outcomes.
  • Support the IT/Application Portfolio Management Review process. Collect information and develop reports on project status and performance metrics as needed.
  • Coordinate, gather, and report status of EA/Strategic Planning data calls from both internal and external entities.
  • Support IT Governance activities by preparing reports summarizing project controls and project performance metrics. Support Investment Review Board meetings, as needed.
  • Maintain EA repositories to document enterprise architecture requirements. Design, implement, and update the EA repository/metamodel as needed.
  • Work with various data warehouses, databases, and applications to extract data and provide visualizations (e.g. MS Power BI) to support decision making.
  • Populate business functions and capabilities in an EA repository (e.g. Alfabet) and assist in expanding implementation to satellite field locations.
  • Coordinate the update and submission of IT budget materials, including monthly updates and Chief Information Officer (CIO) evaluation scores of major IT investments.
  • Interface directly with federal clients and project and program managers across the organization to analyze the portfolio of IT projects and make recommendations for improvement.
  • Support the IT Strategic Plan process and develop status reports as needed.
  • Update the target architecture document including the current and future state architectures for strategy, business, data, application, and technology as needed.
  • Support the review, analysis, and impact of IT acquisition requests.
  • Interact with various software tools (Microsoft 365, MS Access, ServiceNow, Alfabet, Folio, etc.) and system owners to share and integrate data.
  • Actively participate in monthly meetings and working groups to facilitate collaboration with other organizational entities.
  • Develop presentations and support ad hoc reporting requests.
  • Additional responsibilities could include attend daily planning meetings and provide status reports, monitor, and respond using shared mailbox, and draft and submit weekly status report of accomplishments, planned activities, issues/recommendations, and deliverables/work products.

Qualifications

  • US Citizenship is a requirement for this position. Candidate may be subject to a security investigation.
  • Bachelor’s degree in information systems, information technology, or related field.
  • Fifteen (15) years of relevant work experience.
  • Good working knowledge of Office of Management and Budget (OMB) requirements and best practices for Governance and Enterprise Architecture.
  • Experience performing EA within the Federal Government. Strong understanding of, and experience with, EA frameworks; budgeting, accounting, and funding processes; and business process reengineering.
  • Public sector experience with and understanding of Federal IT budgeting and program management.
  • Superior technical writing (experience in documenting functional and data processes).
  • Excellent client relations and oral/written communication skills.
  • Experience with IT Portfolio Management concepts and the Folio application.
  • Experience with technology business management (TBM) implementation.

Desirable Skills:

  • Experience with EA-related software tools (i.e., Alfabet) is a plus.
  • Project Management Professional (PMP) certification preferred.

Location:

  • Onsite in Germantown, MD two days per week. Remote three days per week. Fully remote may be an option depending on circumstance.
