Position Description:

Ecompex is hiring a team of experience construction and facilities managers to work on design review and validation for up to $600M per year worth of military construction (MILCON) projects. Work includes reviewing DD 1390/91s, providing subject matter expertise to support the MILCON program, and supporting project lifecycle matters. The team will support the Army National Guard located in Arlington, Virginia.

Work will be hybrid. Full remote work may be considered on a case by case basis.

Minimum Qualifications:

• Must be a US Citizen and be able to pass a Tier 1 background investigation to be placed in a position of Public Trust.
• Degree in Civil / Mechanical / Electrical Engineering or Architecture
• Expert understanding of Army National Guard (ARNG) construction and design criteria
• Extensive experience working with DD 1390/91s
• Extensive experience with ARNG MILCON regulations
• At least 3 years of experience providing Facilities Management Engineer (FME) support
• At least 3 years of experience as an ARNG project manager, or equivalent experience understanding National Guard regulations

Required Skills:

• Knowledge of MILCON plans and specification review
• Demonstrated understanding of construction change order validation principles
• Demonstrated ability to draft technical and professional memos
• Understanding of DD 1354, NGB 86-R, NGB-87-R, NCCA, DD 593, RPLANS, ASIP
• Extensive experience with Microsoft Office suite including SharePoint, Word, Excel
• Strong communication, written, and verbal skills
• Ability to research, analyze data/trends, and present to executive level leadership

Responsibilities:

• Review Design Bid Build project milestones for accuracy and ensure design follows the appropriate regulations
• Perform criteria design reviews or project submittals
• Perform up to 6 on-board reviews per year
• Process DD 1390/91s
• Draft review memorandums at the completion of each design review
• Provide assessment memo of each design review
• Coordinate meetings
