Overview:
Asset Management Office (AMO) is seeking a Senior Analyst consultant to assist in the development, and execution of programs within the Asset Optimization Division. The desired candidate for the Senior Analyst position is a multi-disciplinary expert with sound technical, planning, and program development experience in Asset Management, Business Process Management, GIS, and Data Analysis. This position will require both oversight and performance of analysis, planning, project management, business plan development, and complex data/GIS analysis, configuration of COTS applications, and development of custom reports for internal and external audiences. The desired candidate will have a minimum of 10 years GIS experience, have expertise in the development of lifecycle management plans, risk analysis, performance analysis, and business process improvements for the purpose of asset management.

Technical Skills:

GIS

  • GISP Preferred

Data Analysis

Support Areas:

Assist in the development of and delivery of performance-based planning and programming. Lead and conduct asset lifecycle management planning and data analysis to inform PBPP decisions to meet regulation requirements.

  • Development of baseline performance conditions of assets on SHA roadways, and modeling of asset performance under various funding scenarios.
  • Develop and analyze performance measures that reflect strategic outcomes as required by federal, state, and department partners.
  • Lead and perform the development of risk registers, and criticality analysis at the organization, system, and asset level.
  • Provide technical assistance to asset class sponsor offices to ensure quality control for Section analyses and services.
  • Provide regular status updates on Section projects, including potential risks and mitigation strategies to Section and Division management.
  • · Design and implement analyses that incorporate Asset Data Repository and or geospatial data into Section products to inform optimization modeling.
  • Configure GIS (and other) applications and dashboards, and create presentations, reports, and other documents necessary to communicate analyses to stakeholders.
  • Analyze performance, asset, and risk indicator data from all available sources.
  • Contribute clear and concise content for inclusion in AMO products.

Support delivery of life cycle planning and performance section products and services.

  • Conduct analyses for the asset life-cycle planning, and risk and performance management products and services of the Life Cycle Planning and Performance Section of the Asset Optimization Division in AMO.
  • Assist in annual coordination with partners for PBPP implementation and reporting activities.
  • Develop and implement lifecycle planning and analysis approaches with ACSOs to apply performance-based approaches to maximize the return on investment and minimize risk to the assets and the SHA.
  • Test methods/procedures for defining and tracking the state of good repair and other performance targets of SHA asset classes to inform multi-objective decision- making, trade-off analysis, return on investment analysis, and cross-asset analyses.
  • Collaborate with AMO Divisions and SHA offices and districts to leverage analysis tools including Enterprise Asset Management Systems to understand performance trends, gaps, and lifecycle planning recommendations for all SHA asset classes.
  • Support SHA annual updates to a risk- and performance-based State of Good Repair Financial Plan, and the SHA Asset Management Plan, asset class lifecycle management plans, and other related PBPP products.
  • Collaborate frequently with AMO Divisions and Management to support the successful development and implementation of Section products and services.
  • Create, draft, review, and/or comment on risk, asset, and performance management reporting products including, but not limited to, intra- and internet web content, print materials, SHA correspondence, and AMO memoranda.
  • ·Develop products and tools to communicate and implement Section analyses across organization using existing platforms.
