Job Description

POSITION SUMMARY

Eastern Shipbuilding Group (ESG) is a leader in government and commercial maritime build contracts, including DOD and DHS asset construction. ESG is looking for a Director of Engineering Operations who will be responsible for managing engineering department operations through direct supervision and oversight of the Earned Value system and reporting, ISO processes and certification, Human Resource Management interfaces, as well as other support personnel. The individual will work with engineering Directors and functional managers and under the supervision of the VP of Engineering to streamline daily operations while facilitating growth and continuous improvement. They will be responsible for performance measurement and metrics (EVMS), execution of actionable items as a result of non-conformances, support the production package support group and field engineering team in their daily operations, process improvements, developing new capabilities, manning, training, Engineering budgets, and morale among other things. The Director of Engineering Operations may represent the Engineering department to internal and external customers.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING: Because Eastern Shipbuilding is continually growing to meet the needs of our customers, the essential duties and responsibilities may be different than described.

  • Interface with group leads and all other assigned employees within the Engineering workforce, PMO, ILS, Supply Chain Management, Manufacturing, and Production.
  • Enhance capabilities and strengthen the performance of assigned employees while enforcing company policies and Engineering departmental processes.
  • Monitor and execute Engineering Department performance objectives -- proactively correct deficiencies within his/her group.
  • Execute the activities of the EV lead for the Engineering Division
  • Develop and execute training regimen for the Project Engineering Team and the Engineering Division as a whole to strengthen and enhance employee capabilities, including Engineering Business Process knowledge, Engineering Division Technical Process Knowledge (application of business processes), Configuration Management tools (e.g. Adept), and more as required.
  • Accountable for achieving group performance objectives and reporting their status to the Vice President of Engineering
  • Interface with the Director of Engineering and Director of Engineering – Commercial Projects as required to assure proper group support is being made available to the rest of the Engineering Department.
  • Develop executable processes in engineering for items contained in the various engineering logs such as the ABS and USCG comment resolution logs, CAR resolution logs, and others driving accountability using metrics within the Engineering Division.
  • Attend and lead "as required" meetings to generate resolution of issues on specific projects.
  • Resource Management as related to Project Engineering, Production Package Support Group, and Field Engineering commitments:
    • Standard process updates and reviews
    • Group process enhancements and improvements
    • Internal customer (manufacturing) process productivity improvements
    • Create/review/refresh metrics required to effectively estimate projected costs.
    • Provide input to develop a detailed plan with commitment dates for execution
    • Provide commitment to and execute work to estimated budget and duration
    • Establish resource requirements, assist Human Resources (HR) in filling the requirements, and manage as needed to support ESG-acquired projects.

SUPERVISORY RESPONSIBILITIES

Directly supervises up to 10-20 employees, depending on assigned resources and workload. Carries out supervisory responsibilities in accordance with the Company's policies, procedures, and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Ensures Accountability – Holding self and others accountable to meet commitments.
  • Collaborates – Building partnerships and working collaboratively with others to meet all objectives.
  • Optimizes Work Processes – Constantly assuring quality and process improvement.
  • Ensures that all supervised employees follow ESG Safety policies.
  • Ensures that self and supervised group follows ESG applicable policies.
Job Requirements

REQUIREMENTS

Education/Experience: Bachelor’s degree, plus a minimum of 10 years related experience and 5 years of leadership experience with groups of up to 10 people. Proven experience as Manager of Operations or equivalent position, primarily relating to the preliminary, functional and detail engineering design of Marine and Fluvial Vessels of all Types.

Additional characteristics will include strong time management, complex problem solving, and dispute resolution skills as well as professional, written/oral communication and Microsoft Office computer skills. The Engineering Operations Director must have the drive and discipline to monitor, maintain and enforce existing department policies and procedures, as well as develop said procedures as they are required to support new contract project requirements. The ability to maintain a professional demeanor, particularly in time-critical or resource-challenged scenarios, and maintain confidentiality is a must.

  • Proven experience as Director of Operations or equivalent position

  • Knowledge of industry’s rules and guidelines
  • In-depth knowledge of diverse department functions and principles
  • Working knowledge of data analysis and performance/operation metrics
  • Familiarity with MS Office and various business software
