East Hartford Housing Authority is Hiring a Facilities Manager Near East Hartford, CT

PURPOSE:

MAINTENANCE: Assists in planning, then organizes, directs, and supervises the activities of all maintenance personnel. Assist in preparing budgets, cost estimates and procures the purchases of maintenance supplies, equipment, and maintains inventory control. Coordinates equipment repair and replacement and maintains service contracts for elevators, fire alarm systems, emergency alert systems, grounds maintenance, and other third-party maintenance related contracts.

ESSENTIAL TASKS OF THE POSITION (MAINTENANCE)

I. ESSENTIAL TASKS OF THE POSITION

A. Supervises and coordinates activities of personnel engaged in carrying out maintenance functions. Such supervision occupies a significant or substantial portion of the employee’s working time and is not infrequent, incidental, emergency or temporary in nature. Ensures compliance with all appropriate maintenance departmental and personnel policies and procedures, applicable safety rules and regulations.

1. Supervises, monitors and assists in the performance evaluation of departmental personnel. Maintains records relating to job performance, recommends commendations, and reviews, documents and refers to administration all departmental employee disciplinary problems Assist in the hiring / firing.

2. Schedules work assignments as directed, ensuring opportunities for cross-training as schedule allows; oversees and monitors day to day maintenance work and performance of all maintenance personnel.

3. Inspects work in progress to insure that workmanship conforms to work schedules, specification or contracts or to determine needed work or to verify that discrepancies in work orders are corrected. Includes apartment move-out inspections.

4. Collects and reviews reports, work orders and other records prepared by personnel for clarity, completeness, accuracy and conformance with agency policies. Takes corrective action as needed.

5. Conducts orientation and training of personnel as necessary on proper operation, maintenance, and safety precautions of all tools, equipment and vehicles owned or operated by the Authority.

6. Maintains a high degree of personal flexibility and capability to address multi-tasks and assignments.

7. Maintains confidentiality of information.

B. Assists in the effective and efficient operation of maintenance functions.

1. Coordinates schedules and placement of personnel to assure efficient deployment of personnel to meet or exceed Authority PHAS goals within the regular and preventive maintenance programs. Prepares standby and special project/snow removal activity overtime schedules for supervisor’s approval as needed.

2. Reviews and suggest improvements to procedures and schedules to ensure that time, manpower, materials and equipment are used in the best interest of the Authority.

3. Responds to tenant and management calls for repairs and emergencies. Reviews requests for warranty or other service coverage before assigning work to personnel or requesting third party vendor services. Contacts system service representatives as necessary.

4. Ensures that trucks, equipment and tools are in good working condition. Determines the need for special equipment and materials for specific projects in order to assure the availability of materials at time of work or to prepare necessary requisitions.

5. Estimates cost of materials and time required for a variety of repair and maintenance projects. Requisitions, receives, allocates and delivers materials, supplies and equipment as needed using an automated inventory system and ensuring a minimum of stock-outs. Conducts physical inventories at all locations; monitoring, recording and reporting the presence and condition of Authority assets. Assists in the acquisition, documentation and maintenance of competitive telephone and/or written quotes for materials or services.

6. Maintains job-related records, including vehicle information, time records, work orders, preventive maintenance schedules, vendor reports, receipts, utility consumption, instruction manuals, system inspection certificates, and product warranty information.

7. Researches, collects data, summarizes, prepares reports and or correspondence as required.

8. Perform periodic site inspections for proper repair and maintenance.

9. Prepares for REAC inspection by performing quality inspections of sites, building systems and property units.

10. Meets with residents to discuss their maintenance problems.

11. Informs Executive Director of the status of current work and unresolved or potential problems.

12. Assist in establishes goals and objectives for maintenance personnel.

13. Assist in evaluating, recommend, and upon approval, arrange for in-house and off-site training for maintenance personnel.

14. Assists in developing the departmental budget for review and approval

15. Assist in reviewing and implementing regulations and notices from governmental and regulatory agencies and responds to such in written, timely manner.

16. Assigns specific duties and special projects to personnel considering individual knowledge and experience.

17. Coordinates work activities of department with other departments or agencies to prevent delays in actions required or to improve services to residents or Authority operations.

18. Plans and conducts or arranges for orientation and training of personnel.

19. Reviews and makes recommendations on leave requests and initiating commendations and disciplinary actions.

20. Works effectively with other managerial and supervisory personnel.

21. Maintains a high degree of personal flexibility and capability to address multi-tasks and assignments.

22. Maintains confidentiality of information, processes and data and ensures the provision of adequate safeguards within the department to ensure such confidentiality.

23. Assist in Maintaining, managing and controlling department receivables or other assets associated with operations and contracts in accordance with Authority policies and procedures.

24. Recommends authorization for maintenance expenditures / purchase orders.

25. Distribute of paychecks to Maintenance staff in a timely manner.

C. Ensures that department personnel are providing services which enhance residents’ safety and comfort.

1. Assist in designing, implementing and administering both a regular and preventive maintenance program and operations, which meets or exceeds Authority PHAS goals.

2. Oversees and coordinates work assignments, personnel, supplies and equipment so as to meet or exceed Authority PHAS goals relative to regular/emergency work order response times; unit turn-around time; major systems periodic inspection; percent of outstanding work orders; percent of units meeting Uniform Physical Conditions Standards; average number of days response for non-emergency/emergency/inspection work orders.

3. Assist in designing and supervision of a system and schedule for the daily maintenance of grounds, community rooms, common areas and maintenance/administrative offices.

4. Assures work orders are issued on inspected units; determining and annotating damage charges on all work orders and makes recommendations for appropriate action to Housing / Leasing Department.

5. Travels to all sites regularly to assess effectiveness of and compliance to maintenance schedules. Inspection of developments for proper repair and maintenance.

6. Handle facility emergencies, coordinating all required work, authorizing emergency services or repairs and/or making recommendations for services or repairs to be completed by third party vendors when equipment or expertise within the Authority is not sufficient.

7. Maintaining a key and card access control to all Authority residences, buildings and facilities including interior Administration Offices.

8. Anticipates for resident’s needs, responds to, negotiates and resolves problems and issues as they arise; make recommendations to adjust operations where appropriate to improve services.

D. Provides the technical competency, expertise and knowledge to manage the housing maintenance function.

1. Ensure that time, manpower; materials and equipment are used in the best interest of the Authority.

2. Assist in Preparing, administering and controlling departmental budget, as directed.

3. Assist in short and long range planning to meet the anticipated needs and projected changes with the Maintenance Department.

4. Assist in Analyzing expenditures and promptly resolves budgetary variances.

5. Prepares purchasing requisitions for all maintenance related goods and services, acquiring, documenting and maintaining competitive telephone and/or written quotes for purchases not requiring bids in accordance with established polices and procedures, and within budgetary constraints. Assists Asset manager in preparing bid specifications for supplies and equipment, including vehicles and fuel, monitors received materials/equipment and invoices, and maintains utility records for all areas.

6. Responsible for registration and inspection of all Authority vehicles.

7. Maintains and Controls an automated inventory system with minimum of stock-outs. Assists with the oversight of inventory and verification of accuracy of physical inventories at all locations, maintaining, managing and controlling assets in accordance with Authority policy and procedures.

8. Coordination of work between contractors, utilities and Town departments, as required and inspections of work performed by outside contractors.

9. Administer the provision of the technical supervision of permits, code compliance inspections and HUD maintenance/engineering regulations.

10. As Directed act as Authority liaison relative to all maintenance contracts, service policies and contractor agreements, inspecting work and assuring adherence to specifications, the timely completion and specified quality levels of agreed-upon services, approving related invoices, and resolving any discrepancies as needed.

11. Serves as member of committees, as directed.

12. Collects data and prepares reports and correspondence as required.

II. SECONDARY POSITION TASKS

A. Perform administrative tasks associated with agency’s energy conservation subsidy and non-subsidy programs, as assigned.

B. Perform for administrative tasks associated with inventory surveys, specifications, purchase, delivery and inspections of appliance replacement programs, as assigned.

C. Performs other duties as assigned.

D. Works on researches and completes special projects as assigned.

C. UNIQUE EXPERTISE/CERTIFICATION/REGISTRATIONS:

1. Connecticut Drivers License is required.

2. Public Housing Manager Certification required or obtained within 6 months of hire.

3. Working knowledge of the tools, materials, methods, practices and of the occupational hazards and safety precautions involved in the installation, repair and maintenance of buildings, building systems and grounds.

4. Extensive knowledge of; HUD, state and local regulations, laws and ordinances regarding procurement, construction, building codes, and section 504 ADArequirements.

5. Extensive knowledge of building and construction trades, contracts, construction payroll, budgets and timelines.

6. Working knowledge of federal, state and local laws, regulations and policies relating to modernization and rehabilitation of residential multifamily and single family housing.

7. Working knowledge in building design and construction.

8. Working knowledge of energy conservation.
