DESCRIPTION

The Center for Research on Educational Equity, Assessment & Teaching Excellence (CREATE), the Early Academic Outreach Program (EAOP), TRiO, the California Reading & Literature Project - State Office and the California Reading & Literature Project - Regional Office, Math for America, San Diego Math Project, San Diego Area Writing Project, and the San Diego Science Project are distinct units housed at CREATE. The missions and communities of these units overlap. CREATE staff conduct basic and design research on equity issues and evaluate campus and community-based educational activities. CREATE leads the campus CREATE STEM Success Initiative which supports projects and grants with faculty, staff, students, and community organizations; forms partnerships with schools and districts to improve the culture of learning and educational possibilities of students from low income and underrepresented backgrounds and provides innovative teacher education and professional development opportunities for local teachers.

Under the general supervision of the CAO, this key position serves as the Human Resources and Academic Personnel Analyst for CREATE. Incumbent provides comprehensive human resources and academic personnel administration for CREATE and all the programs housed in CREATE for approximately 70 staff (career and short-term exception), 15 academics (academic appointees and graduate students), and 30-40 student employees.

Working in a collaborative team environment, the Human Resources and Academic Personnel Analyst performs a wide range of duties that require confidentiality, discretion, tact, diplomacy, sound judgment, analytical and decision-making skills, and strong interpersonal skills. Duties include, but are not limited to: HR administration of assigned areas; serving as a resource for TRIO/EAOP/SDAWP/CRLP/SDSP/SDMP directors/program administrators regarding monthly and biweekly employees; responsible for the administration of HR programs, e.g., FMLs, Service Credit, Volunteers, staff incentive program, and ERIT program; and oversees the college's recruitment activity for assigned vacancies to ensure compliance with applicable recording requirements. In collaboration with the program director and administrative assistants, the HR/AP Analyst actively participates in the CREATE team's short-term operations and long-range goals.

Applies professional human resources, organization policies, and procedures to provide guidance to supervisors and managers to resolve a variety of human resources issues of moderate scope and complexity.

QUALIFICATIONS

  • Experience and knowledge of human resources policies and programs, and how they affect other organizational policies and procedures. Demonstrated knowledge of human resources generally accepted business practices related to outreach, recruitment, classification, compensation, affirmative action and equal opportunity, staff training and professional development, and employee and labor relations.

  • Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems.

  • Analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Has working knowledge of other areas of HR.

  • Knowledge of organizational policies and procedures and knowledge of functional area.

  • Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments. Ability to draft, analyze and summarize documents, reports and written communications for final review and disposition by management. Strong oral communications skills. Ability to explain policies, procedures and other concepts in easily understandable terms.

  • Demonstrated ability to handle difficult or volatile situations / individuals effectively. Demonstrated ability to discuss topics involving personal and/or sensitive issues with tact and confidentiality. Demonstrated superior ability to effectively interact with faculty, directors, staff, students, and other individuals from diverse backgrounds with the ability to use discretion, diplomacy, and flexibility, and to show sensitivity, resolve conflict, speak confidently, and defer appropriately when an issue needs to be referred.

  • Ability to research complex issues; to gather, organize, and analyze data and other information; to evaluate options and consider potential consequences of actions; to produce concise reports based on data queries and other sources; and to make recommendations for solutions based on analyses.

  • Willingness and demonstrated ability to embrace and consistently uphold the principles of community for a collaborative work environment.

  • Demonstrated strong customer service ethic.

  • Skill, knowledge, ability, and willingness to actively participate and contribute to change management activities.

  • Bachelor's degree in related area and/or equivalent experience/training.

  • Skill at negotiating with various personalities and developing internal and external network of contacts.

  • Demonstrated ability to exercise initiative and independent judgment in executing a wide variety of human resources and academic personnel functions and maintain reliability in handling confidential and sensitive matters.

  • Demonstrated ability to work independently and to prioritize multiple responsibilities and tasks with frequent interruptions.

  • Strong knowledge, understanding and experience coordinating and interpreting policies for all leaves of absence including, but not limited to FML, CFRA, and PDL. Demonstrated experience monitoring leave usage, accruals and service credit.

  • Detail-oriented, excellent organizational skills, and ability to multi-task and process high volume of work, both transactions and analytical. Extensive experience in independently planning, organizing, and prioritizing daily operations and projects in order to meet rigid deadlines. Ability to handle changes in workload.

Pay Transparency Act

Annual Full Pay Range: $61,800 - $108,000 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $29.60 - $51.72

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
