Primary Purpose:

Assist in development and implementation of purchasing procedures to process bids and purchase orders and ensure compliance with applicable district policies, state laws and regulations. Create, process, and award bids and proposals for the purchase of supplies, equipment, and services at the best value and in sufficient quantities required to maintain and support on-going operations of district campuses and departments.

Qualifications:

Education/Certification:

  • High school diploma or GED required, Texas Association of School Business Officials (TASBO) certification, preferred, or willingness to obtain certification as soon as possible.

Special Knowledge/Skills:

  • Knowledge of competitive bidding statutes and purchasing procedures.
  • Knowledge of auditing and accounting principles.
  • Knowledge of electronic bidding solutions.
  • Effective communication and interpersonal skills, both verbally and in writing.
  • Proficiency skills in keyboarding and file maintenance.
  • Ability to work with numbers in an accurate and rapid manner.
  • Proficient use of Microsoft Office Suite, Adobe, and DocuSign.
  • Ability to organize and prioritize work responsibilities.

Experience:

  • Three (3) years’ experience in public sector purchasing, preferably in a K-12 environment

Major Responsibilities and Duties:

  • Approve purchase requisitions and/or check requests ensuring compliance with state
  • laws and district policies and procedures.
  • Review/modify and manage district-wide consultant/vendor agreements.
  • Develop and/or review solicitations for goods and services; to include the use of the best purchasing method (Quotes, RFP, RFQ, CSP), writing bid specifications and scope of service or work for complex, technical, or unique projects, review vendor responses for compliance with solicitation requirements, perform pricing analysis and recommend contract awards that result in best value procurements for the district to Director of Purchasing
  • Develop and submit notice of award type to bid responders. Arranging refreshments and catering as needed
  • Assist with proposal evaluations and conduct negotiations.
  • Act as liaison between vendors and district personnel, facilitating product and pricing information exchange, monitoring contractor performance, and mediating dispute resolution.
  • Track district-wide contractual documents to include expiration dates and options for renewals.
  • Prepare correspondence, forms, manuals, reports, and purchase orders using a personal computer.
  • Work cooperatively with district personnel to determine purchasing specifications, sources, availability, pricing, shipping, and receiving.
  • Assist in maintenance of the Purchasing website.
  • Serve as the District’s credit card program administrator which includes importing transactions for reconciliation by users, providing support to users to assist in pin code resets, clearing fraudulent charges, increasing credit lines, etc.
  • Assist with the annual preparation of 1099M/NEC.
  • Compile, maintain, and file all physical and computerized reports, records, and other documents required, including auditable accounting records.
  • Assist with training of department and campus clerical staff.

Other

  • Provide lunch coverage for District receptionist one day a week or as needed.
  • Perform other duties as assigned by the supervisor or other administrator that are consistent with the general requirements and qualifications for the position.
