Overview

E2 is looking for a Construction Manager that can provide construction support on pipeline construction projects and related facilities within the Utilities Division. The successful candidate will work with various teams including Project Management, Engineering, Construction Operations, and the Community. The Construction Manager will be an integral part of a project team to modernize compressors in the natural gas industry in accordance with the client’s policies and procedures and will coordinate daily activities and resources across various construction projects. The primary focus of this role is the construction coordination and execution of projects related to natural gas pipeline construction. This includes, but is not limited to, the coordination of field activities, oversight of inspection teams, evaluation of contractor field performance and the adherence to contracts and State/Federal code. The Scope of Work includes, but is not limited to compressor modifications, supercharger installation, Fin fan replacement, panel relocation, Hyper fuel installation, Scada and other electrical equipment installation, and Selective Catalytic Reduction replacement. The Construction Manager will need to be able to comprehend ASME, API, and ASTM codes and specifications, P&ID’s, Client Specifications, Inspection Test Plans (ITPs), Manufacturing Procedure Specifications and be able to apply them to the material or product being constructed.

Responsibilities

  • Manages Scope Definition and Pre-Construction Activities:
    • Works closely with the Client Supervisor/Superintendent to achieve project goals and milestones
    • Communicates daily with field resources (inspectors, safety, quality, and administration)
    • Coordinate pipeline outages with operations and Pipeline Maintenance and Operations
    • Provides input and reviews final estimate for Construction Activities and Inspection
    • Reviews drawing packages to maintain constructability
    • Act as liaison between Client, Inspection Contractor, and Construction Contractor
    • Reviews the contractor execution plan and validates against the construction schedule
    • Coordinates and organizes contractor resources and scheduling
    • Ensures Contractors are adhering to Client and State/Federal code
    • Implements safety, quality, and environmental plans and ensures all work is compliant with Client’s safety, environmental, and operating procedures
    • Coordinates site resources such as manpower, equipment, trailers, utilities, water, computers, etc. and reviews Construction Reports and Contractor Time Sheets
    • Provides field execution expertise during field activities and supports progress update meetings
    • Contributes to achieving project cost and schedule goals by ensuring variances are identified and corrective action and mitigation plans are developed
    • Provides leadership, guidance, and coaching for field inspection staff and contractors
    • Makes recommendations to the execution of Contractor field activities
  • Manages Project Quality:
    • Coordinates weld procedure and inspection test plan approvals
    • Identifies non-conformance to specifications and follows up on Non-conformance Reports and appropriate action
  • Manage Project Safety:
    • Champions safety leadership to meet safety objectives and continuously improve safety culture
    • Ensures contractor staff and safety resources are trained and qualified to perform relevant activities
    • Participates in safety meetings, performs safety observations, conducts safety inspections of construction sites, and ensures proper notification of safety-related incidents
  • Manage Project Commissioning:
    • Reviews commissioning plan, guides, and schedule
    • Coordinates work of internal commissioning stakeholders and external contractors, sign off for commissioning documentation, and field data gathering activities
  • Manage Project Records:
    • Ensures all permanent retention records required by Client’s standards and specifications are generated, collected, retained and turned over according to project timelines
  • Manage Post-Construction Activities:
    • Schedules contractor evaluations to establish and communicate best practices and lessons learned
    • Coordinates demobilization of resources and turnover of project construction records in support of Project Close-Out
    • Attends Project Close-Out meetings upon request

Additional Resonsibilities:

  • Document that all work performed by the construction contractor is done in accordance with approved contract, specifications, applicable codes, construction drawings and regulatory requirements in a safe, environmentally acceptable fashion.
  • Provide the project team with constructability consultant, drawing review, scope of work and field visits.
  • Development and maintenance of project staffing requirements to effectively manage the construction project.
  • Prepares construction project schedules and ensures that field activities can be completed with the overall project framework.
  • Proactively monitor site to determine that all safety rules, regulations, and procedures are being practiced.
  • Directly interface and attend scheduled meetings with the construction contractors and site supervisor staff.
  • Review lifting plans for accuracy and compliance with industry standards.
  • Assist with determining a startup process and making sure all requirements are followed during startup.
  • Verify that the construction contractor uses the resources necessary to rectify any identified non-conformances and/or deficiencies and that all necessary reports from the construction contractor associated with the non-conformances/deficiencies are completed and distributed.
  • Maintain Daily Inspection Reports (DIR's) of all significant events and unusual circumstances that occurred at the site; this includes proper photo documentation and naming conventions.
  • DIR's should be submitted daily for review, approval, and routing.
  • Document that all regulatory and Company requirements are being followed.
  • Confirm the appropriate qualifications and certifications for all construction contractor employees, resources, and equipment. This includes all operator qualification (OQ) records, as well as calibration reports for calibrated equipment.
  • Determine that all required documentation and records are prepared and retained.
  • Demonstrate ability to monitor material controls (provides complete material tracking and documentation), and review completed material test reports (MTR).
  • Conduct schedule review sessions on critical projects with management of the contractor and develop alternatives when necessary.
  • Responsible for conducting pre-job meetings with inspectors, construction contractor and construction team to discuss requirements.
  • Provide assistance in the preparation of budgets and forecasts for projects.

Qualifications

  • High School Diploma or equivalent
  • Must possess a valid driver's license
  • Ten (10) or more years of experience in related field
  • Thorough knowledge and understanding of 49 CFR Parts 192 & 195
  • Thorough knowledge and understanding of ASME 31.8
  • Working knowledge of computer programs (Word, Excel, etc.)
  • Ability to research code requirements
  • Use of strong oral and written communication, presentation and facilitation skills required.
  • Demonstrated supervisory skills.
  • Analytical, problem-solving, and decision-making skills.
  • Must possess a High School diploma, GED, or equivalent work experience.
  • Must possess a valid driver’s license.

  • The successful candidate should have the ability to lift 50 pounds, have the ability to work in confined spaces and from elevated platforms, scaffolding and ladders.
  • Dependent on project, typically requires work indoors but can require outdoor work as project needs dictate.
  • Routine exposure to support – service areas including boiler plants, mechanical spaces and areas where building infrastructure and operating systems as contained both inside and outdoors.
  • At times, the examination of these spaces requires bending, stooping, and climbing around moderate system components, use of ladders and devices to access systems.
